The City of Toronto is seeking a dynamic, strategic, and people-first leader to serve as our Director of Marketing, Communications & Digital Strategy. This individual will shape and lead our integrated marketing and communications approach across digital, web, creative, and public education platforms.

Reporting directly to the Chief Communications Officer, this role is critical in delivering clear, inclusive, and impactful messaging to residents, businesses, and stakeholders.

The Strategic Public and Employee Communications (SPEC) division is responsible for communicating these programs and services to the public and City staff. SPEC uses an agency-like model to deliver effective marketing and communications programs and campaigns. Through a centralized centres of excellence approach that nurtures growth and opportunities for its staff, SPEC focuses on proactive storytelling that puts the City and its divisions – as partners – at the centre. Integrated communications and marketing activities align with the broader organizational strategy and drive measurable impact. The SPEC division is looking for an experienced and empathetic leader to guide and direct two centres of excellence: Public Education, Marketing and Creative, as well as Digital Engagement.

About the Role

Strategic Leadership & Communications Planning

  • Develops and implements a unified marketing and digital communications strategy aligned with the City’s strategic priorities and values.
  • Establishes and tracks KPIs, analytics, and performance metrics to continuously improve effectiveness and accountability.
  • Guides the evolution of the City's digital presence, with a strong focus on accessibility, transparency, and user experience.

Marketing, Communications & Digital Strategy

  • Directs and empowers cross-functional teams to deliver impactful marketing and digital campaigns that support the City’s priorities.
  • Drives the strategy and execution of organic and paid social media initiatives to maximize reach, engagement, and impact.
  • Leads the development and rollout of public education and community awareness initiatives that inform and engage diverse audiences.
  • Oversees brand and creative development to ensure consistency, relevance, and alignment with the City’s values.
  • Shapes and manages the City’s web and content strategy, with a strong focus on accessibility, user experience, and service delivery.
  • Develops and implements data-driven marketing strategies, using analytics and performance tracking to optimize effectiveness and accountability.

Government & Organizational Insight

  • Builds strong, collaborative relationships with internal divisions, elected officials, and community partners to ensure communication is timely, coordinated, and consistent.
  • Possesses an in-depth understanding of communications challenges in large government organizations, including policy, service delivery, and performance measurement.
  • Has experience working in unionized environments, with a focus on positive service delivery and employee engagement.
  • Shows a clear understanding of and commitment to the City of Toronto, the Toronto Public Service, Toronto City Council and municipal government.
  • Demonstrates a strong commitment to reconciliation, diversity, equity, and inclusion.
  • Fosters a high-performing, innovative and collaborative team culture.

Required Skills and Qualifications

  • Extensive experience in progressive leadership in marketing, communications, digital strategy, or related fields.
  • Experience leading multi-functional teams across web, creative, digital, and public engagement disciplines.
  • Strong understanding of digital tools, trends, accessibility standards, and analytics platforms.
  • Proven track record in agency, public sector, large non-profit, or similarly complex organizations preferred.
  • Demonstrated ability to navigate political or public-facing environments with tact, credibility, and diplomacy.
  • Excellent communication, leadership, and strategic thinking skills.
  • Bachelor's degree in Marketing, Communications, Public Relations, or related discipline (Master’s preferred).
