Job description

Reporting to the Senior Executive Director, Clinical, the Director, Clinical Planning has responsibility for clinical leadership and direction for the design, build and implementation on all active QEII Redevelopment projects, in conjunction with the broader Build NS project team and NS Health Clinical Planners.

The Director, Clinical Planning provides leadership and direction in developing Project-Specific Output Specifications, assessing and responding to the impact of a new design, new technologies and equipment and identifies opportunities to improve clinical practice and processes. In addition, the Director, Clinical Planning, is responsible for facilitating, in collaboration with others, the development and implementation of education, transition planning and training strategies to support clinicians through these changes.

The Director, Clinical Planning leads and collaborates with others to implement changes arising from the adoption of the new clinical practices and procedures to ensure the planned and build environment can support the clinical service model and clinical service delivery expectations.

Qualifications
  • Master's degree in a related healthcare discipline such as Nursing or other relevant clinical discipline required or proof of significant progress towards the degree.
  • Formal project management certification (PMP) is an asset.
  • Other considerations:
  • Five (5) to seven (7) years' recent experience in a leadership position in a healthcare setting that includes project management, leading change and/or quality improvement initiatives.
  • Experience with the planning and delivery of a large-scale hospital redevelopment project
  • Demonstrated ability to provide progressive and innovative approaches to clinical service delivery, including planning and promoting new service delivery models.
  • Demonstrated leadership skills with proven ability to bring about change in a proactive manner.
  • Proven ability to communicate clearly and effectively, both verbally and in writing to stakeholders internal and external to the organization.
  • Well-developed analytical and creative problem-solving skills.
  • Knowledge of hospital clinical equipment needs and procurement processes.
  • Proven ability to facilitate and negotiate when working with an interdisciplinary team.
  • Demonstrated project management, process re-engineering and organizational skills.
  • Demonstrated ability to plan, prioritize and carry out assigned duties.
  • Demonstrated ability to work effectively under pressure and with changing priorities and deadlines.
  • Proficiency in the use of technology and applicable software applications (primarily Microsoft Office tools).
Responsibilities
  • Leads planning, transition and commissioning clinical initiatives from development through to implementation while ensuring an evaluation process is in place throughout the project so that lessons can be learned and communicated to key teams of the QEII Redevelopment initiative and NSHA.
  • Develops project plans appropriate to the clinical initiative in collaboration with project managers and incorporates change management approaches to ensure success in complex multi-stakeholder, multi-disciplinary settings.
  • Collaborates via work groups, meetings and workshops with a wide variety of program staff to define and communicate service requirements. Liaises with IT support, equipment installation teams and users to ensure that the specifications, design, installation, training and "go live" are successful in that they meet the technical, clinical and human factor requirements.
  • With the Senior Director, identifies clinical, academic and research risks and develops a risk mitigation plan.
  • Identifies key primary and secondary stakeholders that should be involved and ensures that all clinical stakeholders, internal and external to NSHA, are kept informed and involved with the project.
  • Acts as the conduit for clinical information, queries, concerns, etc. from stakeholders to contractors and consultants. Liaises with stakeholders on day to day issues and obtains regular updates of progress and concerns.
  • Seeks input from stakeholders (Physicians, Staff, Infection Control, etc.) throughout planning, design, construction and transition phases to ensure clinical program requirements are met. Facilitates consensus decisions.
  • Develops detailed clinical work plans, resource plans and status reports for the Senior Director and others as required.
  • Reviews designs, evaluates change requests from clinical user groups, and brings forward to Senior Director for consideration.
  • Participates in clinical equipment planning by providing clinically-based, expert advice, in collaboration with users, NSHA's current clinical teams and other Redevelopment Project personnel.
  • Ensures integration and coordination with QEII Redevelopment colleagues responsible for support services, technology, procurement and operational readiness.
  • Supports the Director, Operational Readiness Workstream with operational preparation, planning and relocation of departments, including patients and equipment, into new and renovated facilities.
  • Particpate in the development of NSH Master Planning exercises.
  • Responsible to obtain the appropriate NSHA subject matter expert and senior leadership approvals at various stages i.e., completion of detailed design.
  • Other duties as required.
