Northview Residential REIT in conjunction with WP Osborne Executive Search, is seeking a Director, CAPEX & Facilities to join their team.

The Director, CAPEX & Facilities for Northview Residential REIT is a senior leadership role with the critical responsibility of overseeing the management, and optimization of Northview’s capital investments across its national portfolio of properties. Reporting to the Vice President, Operations, the Director will draw upon their operational expertise, leadership, and vision to oversee the planning, execution, and monitoring of all capital expenditure projects, including the planning and execution of capital investments required to support and maintain extensive residential facilities portfolio. This role involves strategic planning, financial analysis, and collaboration with various departments to ensure the effective utilization and optimization of capital investments.

The Director will oversee projects and the expenditure to support the investment necessary for the improvement and maintenance of the physical well-being and financial performance of Northview’s national property portfolio. The Director will be responsible for the execution of an annual budget of upwards of $20M in capital and facilities projects, that span the day-to-day capex requirements to support suite upgrades, maintenance and life safety systems to larger infrastructure projects such roof, balcony, window replacements, boiler/chiller upgrades and elevator system modernization. In addition to overseeing the work of third-party contractors, the Director will lead a team of project management and facilities specialists whose responsibilities span procurement, contracts and asset management.

Leadership & Relationship Management

  • Lead, coach and mentor Northview’s CAPEX and facilities team in the areas of project management, facilities/operations, procurement, and contracts to ensure departmental goals are achieved and continued career development for staff members;
  • Work closely with regional property management leaders and operations teams at all levels to ensure successful collaboration, and execution of projects;

Strategic Planning, Budgeting and Forecasting

  • Lead the development and execution of Northview’s CAPEX and facilities strategy, which includes broadly assessing the long term capex needs of Northview’s property portfolio and building a long term funding and execution plan to respond;
  • Develop and implement asset management strategies to maximize the value and performance of the company’s portfolio.
  • Conduct financial analysis and modeling to support investment decisions and asset performance evaluations.
  • Prepare annual CAPEX budgets, forecasts, and variance analyses to support informed decision-making and optimize resource allocation;
  • Work closely with regional property managers, operations, finance, and senior leadership, to align CAPEX and facilities initiatives and plans with business objectives and operational priorities;
  • Plan and allocate capital, equipment, and operating budgets to support current operations and long-term facility plans.

Capital Facilities Maintenance and Life Safety Systems

  • Oversee the reliability and functionality of building systems, including mechanical, electrical, fire/life safety, plumbing, and waste management;
  • Develop and implement preventive maintenance and life safety programs in collaboration with regional property managers;
  • Work with Technicians and Facilities staff members to ensure optimal execution of facilities projects and preventative maintenance across the portfolio;

Project, Contract & Procurement Management

  • Lead the team to ensure successful project lifecycle, including project scoping, feasibility, vendor selection, contract negotiation, and execution oversight;
  • Work with the Manager, CAPEX to determine the scope of work to be completed, including identifying milestone, schedule, budget and quality goals;
  • Work with Contracts and Procurement team members to negotiate contracts, monitor performance and maintain strategic partnerships with external vendors, contractors, and suppliers to optimize service delivery and quality, and cost-effectiveness;
  • Establish KPIs and performance benchmarks to project progress, evaluate outcomes, and drive continuous improvement;
  • Ensure the cost-effective management of all processes related to preventative maintenance, facilities and projects;

Compliance, Safety and Risk Management

  • Identify, assess, and mitigate potential risks associated with CAPEX and facilities projects, ensuring compliance with provincial/territorial, and federal regulatory requirements, industry standards, and internal policies, while also preparing regular reports and presentations for executive stakeholders;
  • Implement safety protocols and emergency preparedness plans;
  • Work with the risk, safety and insurance teams to ensure compliance with health, safety, and environmental regulations through regular inspections and audits, and implement corrective actions as necessary.

Qualifications

The successful candidate will possess a Bachelor's degree in Engineering, Construction Management, Business Administration, Finance or related field with a minimum of 8 years’ experience in facilities and capital improvement project management; strong financial acumen, with demonstrated experience in budgeting, financial analysis, and cost management; exceptional leadership and interpersonal skills, with the ability to collaborate effectively across diverse teams and stakeholders; proficiency in project management tools, enterprise resource planning (ERP) systems, and Microsoft Office Suite.

Professional certifications (e.g., PMP, CET, P.Eng) and knowledge of relevant regulatory frameworks (e.g., building codes, zoning ordinances) are considered strong assets.
