The Opportunity

We are seeking a strategic and visionary HR leader to join our Executive Senior Leadership Team (ESLT) as Director, BCRTC HR Services. In this pivotal role, you will oversee HR operations, Occupational Health & Wellness, Training, and Payroll, ensuring alignment with corporate priorities and regulatory compliance. You will serve as the primary liaison between BCRTC leadership and TransLink’s People & Culture team, driving innovation and progressive change across the organization.

Key Responsibilities
  • Provide strategic HR leadership, aligning people practices with organizational goals.
  • Lead attraction and retention strategies to support business needs.
  • Oversee exempt employee management, Occupational Health & Wellness, Training, and Payroll.
  • Champion employee experience, equity, diversity, inclusion (EDI), and engagement initiatives.
  • Collaborate with ESLT members to develop and implement HR strategies that foster belonging.
  • Ensure compliance with WorkSafe BC, Technical Safety BC, BC Human Rights Tribunal, and other regulatory frameworks.
  • Direct health and wellness programs, disability management, and respectful workplace initiatives.
  • Provide strategic oversight of training programs to ensure competency‑based development and regulatory compliance.
  • Manage departmental budgets, forecasting, and performance reporting.
  • Lead and inspire HR teams, promoting collaboration, innovation, and continuous improvement.
Qualifications
  • Degree in Business Administration, Human Resources, or related field.
  • Minimum 10 years of senior HR leadership experience in a complex unionized environment.
  • Advanced knowledge of HR functions, Occupational Health & Wellness, Training, and Payroll.
  • Strong understanding of legislation and governance frameworks (FOIPPA, collective agreements).
  • Exceptional communication and interpersonal skills, with the ability to influence at all levels.
  • Proven expertise in strategic planning, problem-solving, and decision‑making.
  • Experience with HR management systems is an asset.
