Detailed Overview

Supporting the Vision, Values, Purpose, and Commitments of Fraser Health, including service delivery centered around patients, clients, residents, and families: The Director, Asset, Risk & Quality - Technical Services provides leadership and strategic direction for the risk, quality, and engineering stewardship of facilities and infrastructure physical assets within Fraser Health. This role includes human resource management and budget control. Primary partnerships are with senior leaders such as Executive Directors, Directors, Chief Operating Officers, as well as private sector partners, government agencies, regulatory bodies, and external stakeholders.

Responsibilities

  1. Acts as the Authority Having Jurisdiction under the Chief Facilities Management Officer for all engineering and technical standards, specifications, and guidelines related to facility and infrastructure stewardship throughout the entire lifecycle.
  2. Leads complex technical processes and systems impacting the reliability and healthcare business continuity of facilities by managing professional engineering resources.
  3. Develops, plans, and implements budgets, ensuring efficient use of resources within organizational objectives.
  4. Negotiates with government agencies and regulatory bodies on engineering design, operations, and compliance issues.
  5. Oversees standards and compliance initiatives, manages recruitment and professional development, and ensures facilities meet latest engineering standards regarding risk, quality, safety, and reliability.
  6. Maintains knowledge of current innovations in hospital engineering, applying evidence-based design concepts to standards and guidelines.
  7. Provides strategic and technical expertise across all properties, developing infrastructure replacement plans aligned with risk management and strategic plans.
  8. Manages procurement and oversees outsourced service providers to meet organizational needs.
  9. Supports the implementation of facilities management software and develops performance metrics and reporting systems.
  10. Guides development of quality management systems based on international standards (e.g., ISO) and regulatory requirements.
  11. Develops and manages regional risk management and asset management programs, including infrastructure asset lifecycle management.
  12. Leads the Engineering department in supporting Asset, Risk, and Quality initiatives, including standards development and continuous improvement.

Qualifications

  • Master's degree and professional designation (e.g., P. Eng., Arch.) in a relevant discipline.
  • At least ten years of progressive leadership experience in facilities engineering, operations, maintenance, or capital projects within a large, unionized, multi-site organization.
