Job summary

Ontario Clean Water Agency (OCWA) seeks a Director of Asset & Maint. Mgmt to lead the asset management program and the Work Management System (WMS). You will oversee planning, evaluation and implementation of asset strategies, governance, and data stewardship to support safe water services across Ontario.

You will collaborate with senior management and Operations to align resources with strategic priorities, manage risk, and drive continual improvement in asset delivery and regulatory compliance.

Asset Management and the Work Management System (WMS) is one of OCWA’s core strategic focus areas to best support the communities that we serve. The Director of BAMS will assume lead accountability for implementing and sustaining an integrated business approach to asset management across the Agency. In this role, you will: Lead a team to develop and deliver the Asset Management Program, maintenance tactics and process delivery via the WMS. Oversee and manage planning, development, evaluation and implementation of the Asset Management and WMS strategic program. Document and support the long-term strategies, principles, and direction for managing client assets. Sustain a governance framework for the Agency’s Asset Management Program with multi-disciplinary management techniques (technical, financial, and community-based). Promote the long-term sustainability of managing assets, while balancing community needs and maximizing financial resources. Lead and direct stakeholder relations, consultations, engagement, risk and issues management, and facilitation and to oversee partnership and consensus building. Provide expertise and advice to OCWA in continuing to imbed the WMS program in all Operations and Maintenance services delivered as well as a focus on interconnections with other applications utilized to make key business decisions in direct support of Operations and supporting business groups. Collaborate with business groups, specifically Operations, to enhance and implement continual improvements related to asset management data stewardship, maintenance services and long term planning. Reporting to the Vice President of Innovation and Infrastructure Solutions (I&IS), you will:

Responsibilities

• Work with senior management to advise, develop and implement risk-based operational and maintenance and capital strategies and provide oversight and framework to help achieve the Agency’s program commitments, meet the growing needs of clients and public and support the delivery of key Agency initiatives.
• Contribute to corporate initiatives by researching and recommending policy direction and business strategies to optimize service delivery.
• Provide business intelligence, reporting and analysis to design and review program models, and evaluate processes to ensure accountability, regulatory excellence and data integrity.
• Lead the development and implementation of communication strategies to promote the program, mitigate identified risks, manage critical and emerging issues and ensure stakeholders are kept informed of the new programs to support the implementation.
• Manage the analysis, prioritization, response and preparation of formal replies, briefing notes, comprehensive reports, consultation/discussion papers, and strategic communications.
• Lead and represent the Agency in stakeholder negotiations related to partnership and contractual agreements, manage and coordinate activities related to design and risk assessment to ensure policies adhere with Agency’s strategic objectives, and comply with financial accountability.
• Integrate the WMS program to support Agency’s strategic priorities including but not limited to Health and Safety, Regulatory Compliance, Innovation and Optimization, Emerging Trends, Climate Change and Best in Class O&M services.
• Support clients in managing water/wastewater infrastructure assets by considering strategic plans, organizational objectives, business requirements, service levels, risk, and community needs against available resources to support informed and effective decision-making.
• Bring forth asset management, work management and asset investment challenges for a collaborated solution supporting OCWA’s Business Transformation Program and Information Management Office to support OCWA’s path of setting new strategic directions and ongoing commitment to continual improvement.
• Consult, advise, coach and mentor groups across the Agency; builds consensus, encourage collaboration to optimize resources allocated.
• Lead and facilitate leadership discussions and agreements on integration of plans, by leveraging the collective and diverse expertise across departments and divisions, to deliver on Agency objectives.

Knowledge

• Excellent technical knowledge of strategic corporate directions, annual business planning, and Operations and Maintenance service delivery models.
• Experience in supporting clients to prioritize evidence-based capital investment, asset operating and maintenance planning and lifecycle value analysis through
• Knowledge of financial, administrative and procurement policies/directives to plan and manage fiscal and material resources including preparing, reviewing and approving budgets, managing assets, and contract service providers, leading long range fiscal planning, and regular financial reporting.
• Insight, innovation and critical decision-making skills to build evidence-based proposals linking strategies to business objectives.
• Knowledge of human resources theories, principles, policies and collective agreements to develop organizational capacity which includes succession planning, talent management, organization and job design and labour relations management.
• Knowledge of project management principles and methodologies to oversee and guide the overall delivery of regional mandates and strategies.
• Technical understanding of operations and maintenance and asset management principles within the water, wastewater and storm water sectors.
• Demonstrated background in the implementation and development of software systems to support maintenance management, asset management and capital planning.
• Experience in public infrastructure asset management, including industry best practices and their strategic applications.
• Familiarity with ISO principles and practices and ability to implement programs and policies would be beneficial.
• Knowledge of related MECP and federal legislation related to water/wastewater, codes, standards, policies, practices is helpful.
• Knowledge of Ontario Regulation 588/17 is an asset.
• Knowledge of project management principles and methodologies to oversee and guide the overall delivery of regional mandates and strategies.

• Demonstrated relationship management and consultation skills to develop and nurture key stakeholder partnerships which are critical to effective program development and delivery.
• Effective interpersonal skills and ability to communicate effectively both verbally and in writing with a diverse group of stakeholders providing strategic advice and program proposals, briefs, and recommendations to senior management and executives on operational policy/ program area plans, proposals and issues resolution.
• Ability to exercise independence and judgment in the development of program/service plans including delivery/implementation to meet strategic business objectives and priorities and in the provision of advice and recommendations to Senior Management.
