Regular Full-time

The City of North Vancouver is the urban core of the beautiful North Shore and has a long-term vision to be "The Healthiest Small City in the World", with five key priorities to be a City for People, a Resilient City, a Vibrant City, a Connected City and a Prosperous City. The City of North Vancouver is committed to adopting AI deliberately: grounded in policy, guided by ethics, and accountable to open information principles. We are seeking a Director who is responsible for Artificial Intelligence (AI) governance, and who can deliver transformation from that foundation.

Reporting directly to the Chief Administrative Officer (CAO), this innovative and strategic leadership role will directly shape how artificial intelligence, enterprise data, analytics, and Geographic Information Systems (GIS) transform municipal service delivery.

This is a transformative role that merges business acumen, strategic insight, innovation, and technological expertise to realize the full potential of AI and Data beyond automation and productivity improvement. As the City's steward for the ethical use of AI and data, the Director will build the governance framework, policies, and safeguards that make that transformation trustworthy.

As Director, AI, Data & Analytics, you will provide enterprise leadership for the City’s AI, data, analytics, and GIS functions. Working closely with the CAO, Executive Leadership Team, departmental leaders, and Information Technology Services, you will build the governance, capability, and partnerships that turn strategy into better services for the community.

Key Responsibilities

  • Lead the City's responsible AI governance: develop and maintain the AI governance framework, policies, and standards.
  • Develop and lead the City’s enterprise AI, Data & Analytics Strategy aligned with Council’s Strategic Plan and organizational priorities.
  • Provide strategic advice to the CAO and Executive Leadership Team on digital innovation, emerging technologies, and enterprise transformation.
  • Lead enterprise initiatives that improve service delivery, organizational performance, and data-driven decision-making.
  • Lead enterprise data analytics, business intelligence, and open data initiatives.
  • Provide strategic leadership for the City’s enterprise Geographic Information Systems (GIS) program and geospatial strategy.
  • Partner with Information Technology Services to ensure technology investments support business transformation and organizational priorities.
  • Build organizational capability through AI literacy, data literacy, change management, and continuous improvement initiatives.
  • Lead a multidisciplinary team while managing budgets, resources, strategic partnerships, and enterprise programs.

Qualifications

  • Extensive (ten or more years) senior leadership business management experience leading enterprise transformation, innovation, technology, analytics, or digital modernization initiatives.
  • Five or more years of AI experience in information-intensive industries or digitally advanced enterprises.
  • Five or more years of progressive experience building collaborative, high-performing teams and fostering a culture of innovation and continuous learning.
  • Experience developing enterprise strategies and cross-organizational programs.
  • Demonstrated success leading complex organizational change across multiple business functions.
  • Strong knowledge of artificial intelligence, analytics, GIS, and emerging technologies.
  • A thorough understanding of responsible AI principles, privacy, security, ethics, and regulatory considerations.
  • Exceptional relationship-building, communication, and influencing skills with the ability to engage executives, elected officials, staff, and external partners.

Education

Preferably a master's or Ph.D. in business administration, in statistics, economics, science, technology, engineering, and mathematics or applied mathematics (STEM); computer science; artificial intelligence; data science; information systems or related field; or equivalent work experience. Academic qualification or professional training and experience in legal and regulatory areas are also desirable.

Salary: We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $156,156.00 to $181,632.00.

During the recruitment process, applicants will be requested to provide a current Police Information Check (PIC).
