Summary Description
Reporting to the Assistant General Manager of Living Spaces, the incumbent leads, supervises, plans, organizes, and evaluates all engineering-related activities. They manage all municipal infrastructure, ensuring the design and implementation of urban infrastructure projects and their rehabilitation in line with the city’s goals and service standards. By strategically managing the real estate portfolio of buildings, the Director ensures a vision and planning for medium- and long-term investments.
Main Duties and Responsibilities
Human Capital Management
- Leads, supervises, plans, organizes, and evaluates the performance of department staff.
- Optimizes human resources based on activities, employee potential, and skill development.
- Maintains management practices that promote health, safety, and well-being at work.
- Makes recommendations to the appropriate authorities regarding hiring, layoffs, promotions, transfers, suspensions, or dismissals.
Financial and Budget Management
- Prepares, submits, and manages the annual operations and equipment acquisition budget, as well as the department's three-year capital plan.
- Monitors the department's budget and authorizes expenditures in accordance with the budget and established delegation rules.
- Prepares budget forecasts for operations and capital programs, ensures follow-up, and authorizes expenditures per regulations and policies.
- Prepares borrowing by-laws in collaboration with the Finance Department and ensures follow-up.
Strategic Management
- Develops and implements a long-term master infrastructure plan aligned with the municipal council's vision and goals.
- Defines and recommends engineering quality standards.
- Sets priorities, policies, and procedures for infrastructure and engineering projects.
- Represents the City in discussions and negotiations with ministries and public agencies.
- Builds and maintains business relationships with developers and investors, acting as a facilitator.
- Analyzes and proposes projects and recommendations to senior management and the municipal council.
- Drafts and negotiates agreements for project implementation.
- Participates in meetings and work sessions for planning and coordination.
- Ensures project compliance with city regulations and proposes changes.
- Updates infrastructure management control programs.
- Defines mandates for external firms, reviews their work, and approves budgets and fees.
- Develops and applies specific performance indicators.
- Plans and implements grant programs.
- Analyzes and resolves complex project implementation issues.
- Encourages innovation and sustainable development projects.
- Coordinates activities in emergencies and security situations.
- Performs any other duties necessary for the proper functioning of the department.
Skills and Competencies / Desired Profile
- Bachelor's degree in engineering or a relevant discipline recognized by the Ministry of Education.
- Minimum of 10 years of relevant experience.
- Strong skills and knowledge in municipal infrastructure, municipal management, and urban infrastructure design.
- Member in good standing of a relevant professional order.
- Intermediate computer skills: Microsoft 365 and specialized software.
