Job summary

City of Kelowna is seeking an accomplished planning leader to guide growth and ensure sustainable, policy-aligned development. You will lead a high‑performing team, oversee rezoning, development permits and subdivision reviews, and advise Council on complex matters.

The role emphasizes continuous process improvement, public service, and effective stakeholder engagement across city departments and the development industry.

Qualifications

  • Degree in planning with municipal development planning experience.
  • Proven leadership of professional planning teams.
  • Ability to manage budgets, workflows and performance measures.
  • Experience in politically sensitive, public-facing environments.

Responsibilities

  • Lead a high-performing development planning team with accountability and collaboration.
  • Oversee rezoning, development permits and subdivision reviews.
  • Provide consistent, efficient and transparent development application reviews.
  • Advise Council, senior leadership and City departments on complex matters.
  • Drive continuous improvement in processes, technology and reporting.
  • Coordinate across engineering, transportation, legal and other city services.
  • Manage budgets, workforce planning and resource allocation.
  • Build relationships with industry, residents and partners.
  • Represent the City at Council meetings and public forums.
