Consider the opportunity of Development Compliance Officer - Planning Technician I with the Development Compliance & Inquiries Unit, Development Approvals and Inspections Section, Development Services Branch, and join an enthusiastic, collaborative enforcement and planning team to resolve land use issues and improve Edmonton's livability. You will become a skilled communicator by working with the team and stakeholders in neighbourhoods and business communities.
The role of this position is to enforce the Edmonton Zoning Bylaw 20001 and the Municipal Government Act as related to land use planning operations. Your success will be measured by your ability to achieve timely results in the context of a respectful, inclusive and service-minded style.
What will you do?
- Manage a caseload of files and conduct inspections on commercial, industrial, and residential sites to ensure development has been constructed in accordance with the approved development permits, site plans, and The City of Edmonton’s Zoning Bylaw
- Research and investigate commercial, industrial, and residential property development histories in accordance with the team’s established procedures for file reviews - including reviewing development plans
- Follow the team’s escalated enforcement model where necessary - determining when and to what degree enforcement regulations should be applied to files where development has not been completed in accordance with approved plans, permits, or the City of Edmonton's Zoning Bylaw
- Prepare for and attend Court, Subdivision and Development Appeal Board, Provincial hearings, Municipal hearings, and other legislative hearings to provide accurate accounts of evidence from the investigations and to justify inspection, approvals, or enforcement decisions
- Provide internal and external stakeholders with knowledgeable and timely responses to inquiries related to Zoning Bylaw contraventions
- Process and respond to a high volume of complaints related to the Zoning Bylaw and provide technical advice and instructions regarding policy and procedures
- Other related duties as required
Qualifications- 2 year diploma in Planning or Enforcement from a recognized institute of technology or community college
- 2 years of previous experience in a combination of planning, enforcement or inspections is required

- Demonstrated ability to apply critical thinking, ethical judgement, discretion, professionalism, and diplomacy when working through complex inspections, compliance, and enforcement matters
- Skilled in customer service and conflict resolution - with the ability to actively listen and communicate inclusively and respectfully, and to manage and resolve confrontational situations effectively
- Demonstrated ability to obtain and maintain Bylaw Enforcement Officer status
- Knowledge and experience with planning or enforcement terminology, practices, procedures, and work methods
- Demonstrated ability to interpret regulatory, legal, and statutory documents including legislation and bylaws governing the business activities of the area such as the Zoning Bylaw and the Municipal Government Act
- Proficiency and familiarity with reading and interpreting construction blueprints, development permit plans, real property reports
- Demonstrated ability to conduct inspections and gather evidence in all weather conditions while working alone and maintaining a high standard of safety on active construction sites, or other commercial, industrial, or residential properties
- Experience making decisions based on interpretation of technical drawings, development permit site plans, development conditions, standard operating procedures, and bylaws/legislation
- Proficient organisational skills with the ability to work independently and with a high degree of accuracy without additional support/review/proofreading
- Able to handle confidential and sensitive information according to corporate guidelines
- Exceptional organisational and time management skills with a demonstrated ability to prioritise high volumes of competing work
- Exceptional verbal and written communication skills, including public speaking, report writing, letter composition, stakeholder and preparation/presentation of court materials
- Proficiency with: Microsoft Excel/Google Sheets, Microsoft Powerpoint/Google Slides and familiarity with other enterprise systems including but not limited to POSSE, CORES, SPIN, SAP, SLIM, and GIS

Conditions of Employment:
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement
- Valid Alberta Class 5 driver's license (or provincial equivalent); You will be required to arrange your own transportation for use while on City business. Where appropriate, you will be reimbursed for expenses related to that travel in accordance with City of Edmonton policy

- Successful candidates will be fit for a respirator, and compliance with the City of Edmonton's Code of Practice for Respiratory Protective Equipment, including medical monitoring, is a requirement of this position

Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52

Salary Range: $39.153- $49.215 Hourly $68,977.800 - $86,704.530 Annually
