AtkinsRéalis seeks a Deputy Stations Manager to provide strategic leadership and governance for all stations in the High-Speed Rail programme in Canada. The role oversees design integration, delivery strategy, and interface management across civil works, rail systems, and stakeholders.

The ideal candidate holds a recognized engineering or architectural degree, with 15+ years in large infrastructure, and a P.Eng. or Architect designation, plus bilingual English/French is preferred.

Overview

Reporting to the Stations Manager within the Co-Development Phase of the ALTO programme, the Deputy Stations Manager will provide support to the Stations Manager in the strategic leadership and technical governance across all stations of the High-Speed Rail (HSR) programme.

The Deputy Stations Manager assists the Stations Manager in overseeing the planning, design, integration, and delivery strategy for stations and associated elements on the corridor, ensuring alignment with programme objectives, operational requirements, regulatory frameworks, and lifecycle performance targets.

This role assists in the oversight of multidisciplinary design teams, systemwide leads, and design managers, combined with interface management across civil works, rail systems, operations, and stakeholders. The Deputy Stations Manager supports station-specific decision-making and may represent the Stations Manager with the client, authorities, and key stakeholders when required.

Your role

Strategic Leadership and Governance:

• Support and uphold the overall Stations Development Strategy across all project phases (concept through commissioning).
• Review and ensure Station Lead Architects and Lead Engineers follow the Station Development Plan, including:
  • Design strategy and architectural vision.
  • Programme milestones and delivery roadmap.
  • Design maturity and review gates.
  • Interface and integration strategy.
  • Risk and opportunity management.
• Manage and enforce technical governance frameworks for each station, including:
  • Design review processes (e.g., 10/30/70/90/IFC).
  • Change control and configuration management.
  • Design assurance and compliance mechanisms.
  • Decision-making and escalation processes.
• Work with Station Lead Architects and Engineers to ensure designs comply with:
  • Programme objectives and funding constraints.
  • Concept of Operations (ConOps) and service strategy.
  • Passenger experience and customer proposition.
  • Sustainability and climate resilience objectives.

Programme-Level Interface Management:

• Support interface management between stations and key programme components, along with programme-wide Interface Management activities.
• Support implementation of consistent interface solutions across stations and the overall programme framework.

Stakeholder and Authority Management:

• Assist and support station engagement with:
  • Federal, provincial, and municipal authorities.
  • Transport Canada and regulatory bodies.
  • Utility providers and third parties.
  • Municipal planning and urban integration stakeholders.
• Ensure systemwide leads implement route-wide and station-specific permitting and approvals strategies.
• Ensure Station Architecture and Engineering Leads follow applicable Canadian codes and standards.
• Support high-level stakeholder engagement, including public consultations and executive briefings.

Passenger Experience and Operational Integration:

• Support the overall stations vision and passenger experience strategy across the programme.
• Work with Station Architect Leads to ensure stations comply with programme vision and passenger experience objectives, including:
  • Efficient passenger flows and capacity.
  • Safe and compliant platform operations.
  • Seamless multimodal integration.
  • High-quality user experience and wayfinding.
  • Accessibility and universal design compliance.
• Ensure Station Architect and Engineer Leads integrate:
  • Capacity study outputs.
  • Operational requirements.
  • Commercial and retail strategies.
• Ensure Station Architect and Engineer Leads comply with design principles while allowing contextual adaptation.

Risk, Cost, and Performance Management:

• Coordinate with Design Managers to manage station programme risks, including:
  • Design risks and constructability challenges.
  • Interface and integration risks.
  • Regulatory and approval risks.
  • Stakeholder-related constraints.
• Ensure Station Design Managers, Architects, and Engineers drive value engineering and optimization strategies at station level.
• Ensure Station Design Managers, Architects, and Engineers remain aligned with station scope, programme budget, schedule, and performance targets.
• Monitor performance of the overall Stations workstream schedule and budget.
• Work with the Stations Manager on review procedures, milestones, and governance processes, supporting execution and compliance.

Procurement and Delivery Strategy:

• Understand the procurement strategy for station packages, including:
  • Packaging approach and scope boundaries.
  • Level of Employer’s design.
  • Technical and performance specifications.
• Work with Station Design Managers to ensure packages are coordinated across interfaces and disciplines.

Construction and Delivery Oversight:

• Ensure design intent is maintained through delivery.
• Work with the Stations Manager to support resolution of major station-specific technical issues and interface conflicts.
• Support readiness for commissioning, handover, and operational integration of stations.

About you

• Accredited degree in Architecture, Engineering, or a related discipline.
• Professional Engineer (P.Eng.) or Registered Architect designation, or eligibility in Canada.
• 15+ years of experience in major infrastructure or transportation projects.
• Minimum 10 years in leadership roles managing multidisciplinary teams.
• Experience in rail, metro, or high-speed rail station design and delivery.
• Experience working in complex, highly regulated environments.
• Experience with Alliance, PPP, or Design-Build delivery models is an asset.
• Experience integrating new infrastructure with existing (brownfield) systems is an asset.
• Bilingual (English/French) preferred.
