Reporting to the City Treasurer & Deputy Chief Financial Officer, the Deputy Director is accountable for the strategic direction and operational management of 7 Finance Divisions in alignment with the Corporate Strategy and Department objectives. The Deputy Director will lead Finance Managers responsible for maintaining and improving accounting and financial systems, achieving budget goals, and managing assets, reserves, and debt. Key duties include:

  1. Leading strategic Finance initiatives to improve operational efficiency and provide insightful business strategies.
  2. Providing expertise on finance requirements, process design, and organizational change impacts across Finance and the organization.
  3. Collaborating with the Deputy Director, Portfolio Finance, to address internal issues and recommend new practices, tools, and policies.
  4. Analyzing organizational change risks and developing mitigation plans.
  5. Managing the development and implementation of goals, policies, and priorities for the Finance unit, ensuring resource allocation for effective service delivery.
  6. Overseeing the annual budget process, ensuring compliance and system integrity.
  7. Providing accurate financial information to senior management in a timely manner.
  8. Offering strategic leadership and support to Finance Managers to meet business and budget objectives.
  9. Fostering a respectful, inclusive workplace that promotes collaboration and financial excellence.

Qualifications

  1. A degree in Finance, Accounting, or a related field, with a professional designation such as CPA.
  2. Minimum of 8+ years of progressive management experience in operational and corporate finance.
  3. Equivalent experience and education may be considered.
  4. Proven leadership in organizational change and operational efficiency in a large, complex organization.
  5. Strong alignment with The City's 4 Cs: Character, Competence, Commitment, and Collaboration.
  6. Strategic leadership, relationship-building skills, political acumen, and a commitment to innovation.

Workstyle
