The mission of Elections Manitoba is to protect the democratic rights of all Manitobans by conducting free and fair elections, thereby enhancing public confidence and awareness of the electoral process. The Chief Electoral Officer (CEO), who must remain non-partisan and does not vote in elections, oversees the administration of provincial elections to ensure they are fair and impartial.

The Deputy Chief Electoral Officer (DCEO) is an executive position accountable for the effective and efficient operational delivery of the mission, vision, strategic direction and priorities approved by the Chief Electoral Officer in accordance with The Elections Act (EA), The Election Financing Act (EFA)and The Referendum Act.

Reporting to the Chief Electoral Officer (CEO), the DCEO leads with a strong sense of purpose, guiding EM's mission to deliver elections that are not only fair but also transparent and secure. This role involves overseeing the planning, execution, project management and continuous enhancement of electoral processes, campaign finance and financial administration and information technology. The ideal candidate excels at turning strategic direction and legislative mandates into clear, actionable operational plans with defined milestones. They are skilled at identifying dependencies across departments to ensure coordinated efforts. A key aspect of this role is ensuring that high-level goals and plans are effectively implemented throughout all aspects of electoral service delivery. This includes leading and overseeing projects, developing practical frameworks, and providing guidance and content to support successful execution.

The position fosters a culture of collaboration, transparency and decisive decision making to enable voter confidence and an organization-wide service-centric approach that emphasizes excellence in service. All these functions are vital to delivery of EM’s mandate, ensuring trust and public confidence by all Manitobans.

  • Legislative Knowledge: A willingness to learn and the capability to understand and interpret legal language, including legislation such as the Elections Act and Elections Finance Act.
  • Innovation and Flexibility: Creative and analytical thinking to manage logistics, budgets, and data while being fluid and flexible in a dynamic environment.
  • Problem-Solving Skills: Must possess strong problem-solving skills to address emerging issues in consultation with staff and other relevant groups.

Duties:

Key Responsibilities:

  • Provide leadership and direction for planning and executing general elections, byelections, and referendums.
  • Provide strategic leadership, project management and oversight across critical operational functions, including election operations, finance, Information Technology, and corporate administration, leveraging critical thinking and robust planning to ensure cohesive organizational effectiveness.
  • Innovate in election delivery through research, development of plans, policies, and potential legislation.
  • Ensure the organization operates in a non-partisan, independent, and trusted manner.
  • Develop and implement strategic plans and projects across departments to ensure effective election delivery.
  • Oversee planning, operations, budgeting, expenditures, contract management, human resources, information technology, legislation, and electoral events.
  • Align annual and election activities to maintain election readiness and meet deadlines.
  • Stay informed about external activities and issues impacting elections and organizational activities.
  • Lead, coach, and guide staff to deliver high-quality services.
  • Provide responsive and excellent service to all stakeholders.
  • Manage competing interests and demands while upholding the legislative mandate, mission, and values of the organization.
