The Delivery Manager, Infrastructure Systems and Integration provides leadership for the integration, delivery assurance, and operational readiness of infrastructure systems across the LDRR Infrastructure Modernization Program, including maintenance and servicing facilities, line-point locations, and supporting infrastructure.

The role ensures that interfaces between facility infrastructure, railway systems, specialized maintenance and servicing equipment, utilities, operational technology, IT and telecommunications, security systems, fleet requirements, and railway operations are identified, coordinated, and successfully integrated.

Working across LDRR, Engineering, Construction, Technology, Fleet, Operations, consultants, contractors, suppliers, and service providers, the Delivery Manager leads cross-project and cross-discipline integration through design, construction, installation, testing, commissioning, acceptance, and transition to operations.

The role operates across multiple projects and workstreams. Individual Project Managers remain accountable for project-level scope, schedule, cost, and execution, while designated technical authorities retain responsibility for discipline-specific engineering decisions.

Infrastructure Systems Integration and Delivery

  • Lead infrastructure systems integration across LDRR projects, facilities, and workstreams.
  • Working with technical Subject Matter Experts (SMEs), establish integration requirements, interfaces, technical boundaries, performance criteria, and operational constraints.
  • Ensure coordination between facility infrastructure, railway systems, specialized equipment, utilities, technology, telecommunications, security, and operational systems.
  • Ensure fleet, maintenance, servicing, and operational requirements are incorporated into infrastructure solutions.
  • Identify and resolve cross-discipline, cross-project, contractor, supplier, and system interface issues.
  • Assess changes and technical decisions for impacts on interconnected systems and other LDRR infrastructure.
  • Lead integration activities throughout design, construction, installation, testing, commissioning, and transition to operations.
  • Identify program-level integration risks and direct mitigation or escalation.
  • Partner with Enterprise Architecture to define and implement the roadmap for related IT tools, ensuring they meet project, operational, and business needs.

Supporting Infrastructure and Technology Integration

  • Lead coordination of supporting infrastructure required for LDRR facilities, specialized equipment, and operational systems.
  • Ensure integration of electrical, mechanical, industrial utilities, controls, communications, IT, telecommunications, security, and operational technology.
  • Coordinate infrastructure requirements with Fleet, Maintenance, Operations, Engineering, Technology, contractors, consultants, utilities, and equipment suppliers.
  • Ensure technology and operational systems are integrated with physical infrastructure and facility requirements.
  • Promote consistent standards, interoperability, and repeatable solutions across LDRR projects.

Commissioning and Operational Readiness

  • Lead integrated testing, commissioning, and operational-readiness requirements for interconnected infrastructure systems.
  • Ensure system and equipment interfaces are demonstrated through appropriate testing and commissioning.
  • Coordinate resolution of integration deficiencies and outstanding interface issues.
  • Ensure that required documentation, operating and maintenance information, training, asset information, and knowledge transfer are complete.
  • Provide LDRR leadership with an assessment of infrastructure systems readiness for handover and operation.
  • Work with IT Operations to ensure a smooth and a compliant handover of the solutions to Operations.

Program Assurance and Governance

  • Provide program-level oversight of infrastructure integration, interfaces, and operational readiness.
  • Review significant design decisions, changes, and deviations for impacts on interconnected systems and the broader LDRR Program.
  • Challenge solutions that do not satisfy integration, interoperability, resilience, supportability, or operational requirements.
  • Coordinate matters requiring discipline-specific approval with the appropriate technical authorities.
  • Ensure significant interface decisions, risks, deviations, and acceptance evidence are documented and traceable.
  • Capture and apply lessons learned across LDRR projects and facilities.

WHAT WE ARE LOOKING FOR

  • Bachelor’s degree in information systems management, business administration, computer science, engineering, or equivalent.
  • Project Management Professional (PMP) certification is an asset.
  • A combination of education and relevant experience will be considered.
  • Fluent in English and French, both written and spoken.
  • At least five (5) years delivery management and/or project management experience in the field of IT Infrastructure, telecommunications, and networking.
  • Proven stakeholder management skills to support successful program delivery.
  • Specific experience working on large-scale design-build construction projects is an asset.
  • Railway industry experience is an asset.
