The Delivery Manager CMMIS is responsible for leading the delivery of the CMMIS project and its integrations within the LDRR program. The role oversees project planning, design, implementation, acceptance, and transition to operations, while managing scope, schedule, budget, resources, and suppliers to ensure successful project delivery.

Working closely with the LDRR Program team, the Enterprise Asset Management (EAM) team, and key stakeholders, the Delivery Manager ensures project outcomes are delivered on time and aligned with program objectives.

This role reports directly to the Senior Director, LDRR Program Integration.

Delivery Management
  • Lead the end-to-end delivery of the CMMIS project, ensuring scope, schedule, budget, quality, and stakeholder objectives are achieved;
  • Manage internal teams and work with external suppliers for system integrations to ensure all project activities and deliverables are completed on time;
  • Manage external suppliers and ensure all contracted activities and deliverables are completed according to agreed requirements and timelines;
  • Manage project planning, team activities, risks, issues, quality assurance, and governance requirements;
  • Define project gates and acceptance criteria in collaboration with the LDRR Quality team;
  • Ensure a successful transition and handover of solutions to IT Operations and business teams, in accordance with operational requirements and support processes;
  • Provide regular progress reporting, support organizational change management, capture lessons learned, and ensure successful project closure.
Technology Integration and Alignment
  • Work with the Technology and Operations teams to identify and manage interdependencies between the existing IT roadmap for the systems to be integrated and modified by the CMMIS and Integrations project;
  • Ensure minimal impact to existing maintenance operations (e.g. system downtime) due to technology changes as a consequence of implementing CMMIS for LDRR; and
  • Work with the IT Director(s) and IT manager(s) responsible for the CMMIS and the systems to be integrated to ensure changes required to be implemented for LDRR can be implemented in line with the LDRR program schedule requirements.
Alignment with VIA’s and the LDRR program’s processes and procedures
  • Ensure compliance with project governance, procurement, contractual, financial, and operational requirements;
  • Collaborate with Procurement to manage supplier selection, RFPs, contract negotiations, and vendor agreements;
  • Ensure adherence to LDRR project management, requirements, quality, and transition-to-operations processes;
  • Work with IT Operations to ensure a smooth and compliant handover of solutions;
  • Support project planning, scheduling, budget management, and financial oversight in collaboration with LDRR stakeholders.
Project Governance and Decision Making
  • Put in place the project governance framework with the EAM team;
  • Report on the project status and Key Performance Indicators (KPIs) to the LDRR Program leadership;
  • Ensure that key decisions, change requests, and the use of contingency are well documented, brought before the necessary committees and the LDRR Steering Committee, and that associated impacts are validated by all impacted stakeholders;
  • Participate in the regular LDRR ISI technology status and review meeting with the IT organisation to share project status, discuss technical dependencies and priorities and any ongoing IT roadmap and activities that could impact the project.
WHAT WE ARE LOOKING FOR
  • Bachelor’s degree in information systems management, business administration, computer science, engineering, or equivalent;
  • Project Management Professional (PMP) certification is an asset;
  • A combination of education and relevant experience may be considered;
  • Fluent in English and French, both written and spoken;
  • A minimum of 10 years of experience in information technology (IT) project management;
  • Experience in maintenance processes and successful implementation of EAM systems;
  • Excellent stakeholder management skills with a focus on program delivery and results;
  • Project management experience in the field of maintenance operations, transportation, or large-scale projects;
  • Railway industry experience is an asset;
  • A combination of education and relevant experience may be considered.
