Job description

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate, and harmonize the regulation of Canada's capital markets.

The Advanced Research and Knowledge Management (ARKM) division leads a data and analytics program that supports data-driven, evidence-based policy, operational, and business decisions. ARKM also develops a unique education and training program focused on skills and knowledge needed in a securities regulatory environment. It serves as an internal expert resource for updates, research, and analysis on emerging risks requiring regulatory responses, and considers the impact of technological innovation in capital markets.

The opportunity

Reporting to the Manager, Data and Analytics, you will collaborate with team members to provide research and analysis for the ASC divisions. You will work with regulatory datasets, develop analyses, and automate processes to enhance understanding of capital markets, support compliance, and inform policy. There is also an opportunity to prototype software solutions centered on data science and automation. Projects will vary, providing experience across multiple areas of securities regulation. Candidates should be interested in market developments and understanding associated benefits and risks.

Key Responsibilities Include
  1. Perform analyses aligned with ASC priorities, as identified in consultation with senior management.
  2. Define desired outcomes, identify relevant data, and determine data availability with guidance from senior team members or the Manager.
  3. Gather data from multiple sources needed for analysis.
  4. Collaborate with IT and other staff to develop and improve data workflows.
  5. Analyze data using various tools.
  6. Document methodologies and data/model limitations.
  7. Validate results with colleagues and management.
  8. Prepare and write reports.
  9. Participate in CSA committees such as the Systemic Risk Committee and the HoA Systemic Risk Surveillance Committee.
  10. Contribute analyses to publications, presentations, and internal reports.
The ideal candidate will possess
  1. A degree in Finance, Mathematics, or Physical Sciences.
  2. A master's or doctoral degree is an asset.
  3. Two to five years of progressive experience as a data analyst or data scientist.
  4. Experience developing complex analytical or statistical models.
  5. Experience in data collection, cleansing, and preparation.
  6. Proficiency with data science and visualization tools such as Python, SQL, and Tableau.
  7. Experience with Git and Jira.
  8. Experience with Azure is beneficial.
  9. Ability to communicate analysis results to non-technical audiences, including discussing assumptions and limitations.
  10. A self-motivated, problem-solving approach.
  11. An understanding of the financial industry and risks is an asset.
