Job Description: Data Analyst (Digital Transformation Projects)
Project Overview
The Government of Alberta (GoA) is undergoing a digital transformation to deliver simpler, more efficient, and user-centric services to Albertans. As part of this initiative, the Digital Design and Delivery Division (3D), formerly the Digital Innovation Office (DIO), is expanding digital service delivery by employing human-centered design, agile methodology, and modern data practices.
3D is seeking
seven (7) Data Analysts to work across service innovation, program reviews, and digital transformation projects. Data Analysts will be integral members of cross-functional teams, participating in field research, backlog management, sprint planning, and solution delivery, ultimately helping to build efficient and affordable public services.
Scope of Services
- Duration: Initial 12-month contract, extendable up to 24 months.
- Commitment: Full-time (7.25-hour workday).
- Workload: Support 2–3 projects concurrently.
- Work Location: Primarily remote, with occasional meetings or work sessions in Edmonton (travel at the Analyst’s own cost).
- Travel: Some in-province travel for field research or user interviews may be required.
Responsibilities
Data Engineering
- Design, develop, and maintain scalable data pipelines and architectures (on-premises e.g., SSIS, and cloud platforms e.g., Azure, AWS, GCP).
- Ensure data integrity, accuracy, and availability.
- Collaborate with cross-functional teams to understand and implement data requirements.
- Optimize ETL processes and improve data workflows.
- Implement data governance, security best practices, and manage data lakes/warehouses.
- Deploy data solutions across SQL/NoSQL databases.
Data Analytics
- Perform exploratory data analysis to identify trends and actionable insights.
- Develop reports, dashboards, and visualizations using BI tools (e.g., Power BI, SAS VA).
- Conduct statistical analysis and modeling to inform business decisions.
- Create and share service metrics and performance dashboards.
- Support agile teams by delivering service metrics and mentoring on analytics fluency.
- Provide data-driven evidence for corporate priorities.
Work Environment and Facilities
- Remote Work: Analysts must supply their own equipment (computer, software, desk, chair, etc.).
- On-site Work: If required, the Province will provide office space and supplies (excluding computers and software).
Security Requirements
- Must provide a current criminal record check upon request.
- Some assignments (e.g., Justice projects) require Enhanced Security Clearance.
- May require additional clearances, such as RCMP Top Secret Clearance, during the contract.
Mandatory Qualifications
Requirement Details
Education Bachelor’s degree in Computer Science, IT, or a related field
Experience as Data Analyst/Engineer 4 years
Experience with cloud platforms (AWS, GCP, Azure) 2 years
Experience with data marts, warehousing, BI tools 2 years
Experience querying Microsoft Transact-SQL Server 4 years
Experience designing/implementing ETL processes 2 years
Nice-to-Have Qualifications
Requirement Details Experience integrating DevOps practices (CI/CD) 1 year Experience with tools like Data Factory, APIs, workflow management 1 year Scripting experience (e.g., Python, R) 1 year Familiarity with GoA IT environment and services 1 year
