Department: Environment and Climate Change

The mandate of the Department of Environment and Climate Change is to manage land, water, air, wildlife, and forests. This includes promoting, planning, and supporting the wise and sustainable use of natural resources, and protecting, restoring, and stewarding the environment for the social and economic benefit of all Northwest Territories residents.

Job Information

The Cumulative Impact Monitoring Scientist (Scientist) is one of the Department's primary experts on quantitative cumulative impact monitoring, modeling, research and assessment. They work within a legislative, regulatory and policy framework, fulfilling GNWT's legislated responsibilities under Part 6 of the Mackenzie Valley Resource Management Act (MVRMA), the Gwich'in and Sahtú land claim agreements, the Tlicho land claim and self-government agreement to monitor environmental cumulative impacts, to understand regional environmental trends, and to facilitate the independent audit of the environmental regulatory system.

The Scientist develops, implements and refines the Cumulative Impact Monitoring Framework, which details how cumulative impacts are adaptively monitored, modelled and predicted, using new and existing scientific information. The Scientist provides interpretable results to decision-makers through this Framework, informing program partners of the results and developing predictive tools. The Scientist also represents GNWT, in presenting results in public hearings, and technical sessions, informing environmental impact review, environmental assessment, and water licence decisions.

The Scientist develops and implements adaptive cumulative impact monitoring initiatives, research projects and analysis, and communicates the results to meet the needs of program partners in making evidence-based resource management decisions. This requires ensuring scientifically sound approaches are applied and are technically compatible and comparable across regions, for long-term, regional analyses of cumulative impacts.

KEY RESPONSIBILITIES

  • Develops and implements cumulative impact monitoring, modeling, research and assessment initiatives and studies.
  • Establishes, maintains and enhances partnerships with researchers and subject matter experts.
  • Provides expert advice and technical expertise.
  • Supports the GNWT's intervention in Environmental Impact Assessment and Regulatory Hearings, land use planning and land claim negotiations initiatives.
  • Contributes and provides expertise to the NWT CIMP funding process.

KEY QUALIFICATIONS

  • Relevant research-based MSc or PhD in a natural science discipline, natural resources management, environmental science, biology, ecology, geography, or similar relevant discipline (including, but not limited to environmental studies, animal science, forest management, etc.)
  • Two (2) years of direct, progressive experience in environmental monitoring, research, management, cumulative effects assessment, and/or environmental assessment. Equivalent combinations of education and experience will be considered.
  • Assets include:
    Experience conducting remote field-based monitoring and research initiatives.
    Experience in Traditional Knowledge and community-based monitoring and research initiatives.
    Experience using R programming language (or similar) and GIS.
    Candidates with a relevant PhD who completed a minimum four-year program with sufficient external review, including proposal defence, comprehensive exams, and formal thesis defence.

  • A diploma in a natural science discipline and six (6) years of direct, progressive experience in environmental monitoring, research, management, cumulative effects assessment and/or environmental assessment
  • Equivalencies may be considered based on a one-year of directly related experience equivalent to one year of education or one year of education for one year of experience. However, combinations of education and experience must often be considered on a case-by-case basis.

Salary Information

The salary range for this position is from $59.62 per hour to $71.22 per hour (approximately $116,259 - $138,879) plus an annual Northern Allowance of $3,700.
