Job description

The Criminal Intelligence Analyst is responsible for tactical and strategic analysis of criminal data for problem solving and identification and interpretation of current and anticipated criminal activity, patterns and trends. This position is required to apply the principles of criminal intelligence analysis to interpret information regarding its impact on the criminal investigative process and will support the overall mission of the Regional Intelligence and Investigation Center (RIIC).


TYPICAL EXAMPLES OF WORK: (Illustrative Only)


  1. Collects, reviews, collates, analyzes, prepares and disseminates data and information on incoming investigative requests from field personnel, other public safety organizations, or those from other analysts.
  2. Researches various documents, reports and internet-based material and summarizes results for inclusion in reports and presentations.
  3. Uses software technologies to include email, word processing, spreadsheet, charting and graphing tools, and presentation programs; navigates Internet websites to include social media; utilizes GIS mapping platforms.
  4. Complies with legal, policy, and regulatory requirements and applies sound professional judgment to ensure the protection of confidential information, as well as, privacy, civil rights and civil liberties.
  5. Provides local context to threat information provided by outside sources, national and international intelligence resources and partner agencies.
  6. Creates presentations, bulletins, time-lines, link-analysis diagrams and produces briefing materials to illustrate analytic conclusions and communicates with various levels of management and a broad range of partner audiences.
  7. Composes and produces professional quality reports, documents and products.
  8. Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:


  • Working knowledge of analytical charting methods, crime mapping and spatial analysis techniques using ESRI products.
  • Comprehensive knowledge of the principles, concepts, methods and techniques of crime analysis.
  • Strong written and verbal communication skills, critical thinking and presentations skills.
  • Possess strong computer and Internet skills with strong intelligence writing skills through effective command of the English language, using clear and concise writing, proper grammar, spelling and sentence structure.
  • Ability to effectively communicate orally and in writing, ideas, concepts, findings, results, interpretations and evaluation to both internal and external groups.
  • Ability to exercise good judgment and focus on detail as required.
  • Ability to follow strict guidelines; to remain focused and composed under pressure; to work and make decisions independently; to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
  • Ability to apply principles, theories, and practices of criminology and counterterrorism.
  • Ability to demonstrate a superior knowledge of emerging online technologies and possessing a keen understanding of social media; to learn and utilize various analytical technologies (software/hardware), audio-visual and related equipment and assess proper use based on needs.
  • Ability to compile, code, categorize, calculate, tabulate, audit, verify or process information or data.
  • Ability to process requests for information in a clear and concise manner while maintaining confidentiality.

ACCEPTABLE TRAINING AND EXPERIENCE:


A graduate degree or certificate in intelligence studies, criminal justice, research methods, or related discipline; or a Bachelor's degree in one of the disciplines previously noted with two or more years of law enforcement or military intelligence experience which affords the required knowledge, skills and abilities. Experience in oral briefings for senior law enforcement and data analysis, research methods, theory and statistics, preferably in a law enforcement capacity. Preferred toolset experience with Visual Analytics, Penlink - performing toll analysis, SQL Server, ArcGIS-10, Microsoft Excel and Access and other office productivity tools. Or any equivalent combination of acceptable training and experience which has provided the knowledge, skills and abilities cited above.
