Health Sciences North is seeking a CQI Manager to lead program planning related to performance improvements, quality, risk management, patient and staff safety, emergency preparedness, and special projects.

The role requires a four-year degree in quality risk management or health-related field, active registration with the applicable college, and a minimum of five years in health service delivery with two years in leadership. Strong policy, reporting and project skills are essential.

Health Sciences North (HSN) is seeking an innovative individual for the position of CQI Manager to l ead program planning related to performance improvements, quality, risk management, patient and staff safety, emergency preparedness, and special projects. Identify opportunities for improvement, lead the planning and implementation of priority initiatives, and support the development, evaluation, and spread of sustainable best practices. This individual will also promote high standards of safety, efficiency, and patient outcomes while supporting the evolving needs of the Mental Health Program through strong collaboration and integration of continuous quality improvement initiatives.

Minimum of a four (4) year Bachelor’s Degree with a specialization in quality risk management or in a health-related field, from an accredited university, and a current Certificate of Registration in good standing with an applicable regulatory college.

We are looking for someone with a minimum of five (5) years’ experience working in a Health Service Delivery department (e.g. Mental Health and Addictions) and a minimum of two (2) years’ working in a leadership/supervisory role, and process or performance improvement. Training or recent experience in the development and implementation of policies and procedures, and report writing, as well as with project management/quality improvement is required. Candidates that possess a additional specialized training in quality improvement are preferred.

KEY FUNCTION

Lead program planning related to performance improvements, quality, risk management, patient and staff safety, emergency preparedness, and special projects. Identify opportunities for improvement, lead the planning and implementation of priority initiatives, and support the development, evaluation, and spread of sustainable best practices. Promote high standards of safety, efficiency, and patient outcomes while supporting the evolving needs of the Mental Health Program through strong collaboration and integration of continuous quality improvement initiatives.

REPORTING

Under the general direction of the Administrative Director, Mental Health and Addictions.

DUTIES
  • 1. Act as a liaison between patients, families, and departments to ensure the needs of patients and families are addressed in an effective and timely manner.
  • 2. Design, promote, and facilitate the use of systems to ensure that the provision of patient care is consistent with organizational and professional standards.
  • 3. Identify problems and deficiencies in the delivery of optimal patient care and facilitate a multi-disciplinary approach to the formulation of solutions.
  • 4. Direct the maintenance and ongoing development of the Mental Health balanced-scorecard framework.
  • 5. Provide strategic oversight for the Mental Health Program’s quality improvement portfolio by leading, coordinating, and evaluating quality and safety initiatives aligned with hospital priorities.
  • 6. Support managers and teams with Required Safety Practices (RSP’s), quality boards, and meeting accreditation standards through focused quality improvement work.
  • 7. Provide collaborative management and coverage of the Mental Health Program operations.
  • 8. Lead performance measurement activities around required organizational practices, data quality, analysis, and dissemination of findings of key reports.
  • 9. Support departmental risk management processes (e.g. legal reviews, claims management, and incident/accident reporting) and ensure the implementation of processes are in compliance with the Quality of Care Information Protection Act (QCIPA) and provincial privacy legislation.
  • 10. Organize, plan, develop, implement, manage, and evaluate program activities and policies related to disaster and emergency preparedness.
  • 11. Monitor adherence to standards of work and oversee audit results.
  • 12. Champion the adoption of evidence-informed care and best practices.
  • 13. Create a patient safety centered culture within a defined patient safety framework and ensure the departmental compliance to all hospital and program specific policies and procedures, occupational health and safety legislation and infection control practices.
  • 14. Support managers to ensure a safe environment for patients, staff and visitors; investigate, report, debrief and take or direct corrective actions as appropriate on incidents.
  • 15. Evaluate patient care and satisfaction on an ongoing basis and formulate solutions for improvement.
  • 16. Support departmental complaints resolution process in consultation with the Mental Health and Addictions administrative team and Quality Risk Management department.
  • 17. Manage human resources which include: recruitment, selection and training; approve and monitor vacation requests, overtime, payroll, schedules, shift exchanges, staff attendance, and return to work issues.
  • 18. Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action if required.
  • 19. Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  • 20. Provide hospital wide, on‑call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  • 21. Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  • 22. Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  • 23. Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  • 24. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  • 25. Ensure a safe environment for patients, staff and visitors; investigate, report, debrief and take or direct corrective action as required on incidents.
  • 26. Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  • 27. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  • 28. Represent the department or program on various committees and in meetings as required.
  • 29. Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING
  • 1. Minimum of a four (4) year Bachelor’s Degree with a specialization in quality risk management or in a health-related field, from an accredited university.
  • 2. Master’s Degree or actively pursuing a Master’s in Business or Health Administration/Health Management is preferred.
  • 3. Current Certificate of Registration in good standing with an applicable regulatory college is required.
  • 4. Additional specialized training in quality improvement is preferred.
  • 5. Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE
  • 1. Minimum of five (5) years’ experience working in a Health Service Delivery department (e.g. Mental Health and Addictions).
  • 2. Minimum of two (2) years’ working in a leadership/supervisory role, and process or performance improvement.
  • 3. Training or recent experience in the development and implementation of policies and procedures, and report writing is required.
  • 4. Training and/or recent experience with project management/quality improvement is required.
KNOWLEDGE/SKILLS/ABILITIES
  • 1. Demonstrated superior knowledge and understanding of a variety of groups of stakeholders, both within and outside of the hospital.
  • 2. Proven time management, project management, organizational, problem-solving, and team building skills.
  • 3. Demonstrated excellent presentation and public relations skills.
  • 4. Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  • 5. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
  • 6. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  • 7. Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  • 8. Ability to use tact and discretion in dealing with health care providers and employees.
  • 9. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point) and Outlook and patient information systems.
  • 10. Demonstrated superior interpersonal and communication skills, both written and verbal.
  • 11. Demonstrated commitment to the safety of co‑workers and patients.
