Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.

Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

We are seeking a detail-oriented and experienced Cost Engineer to join our project controls team. The ideal candidate will have a strong background in reviewing subcontractor costs, with specific expertise in Time & Material (T&M) contract structures. This role involves validating cost submissions, ensuring compliance with contract terms, identifying cost inefficiencies, and supporting commercial negotiations on projects across Canada.

Key Responsibilities:

The successful applicant will:

1. Subcontractor Cost Review:

  • Review, analyze, and validate subcontractor cost submissions for accuracy and compliance with T&M contract terms.
  • Ensure claimed labor hours, equipment rates, and material costs are in line with contractual entitlements.
  • Verify support documentation such as timesheets, invoices, purchase orders, and equipment logs.

2. Cost Control & Tracking:

  • Monitor and track committed and actual costs against budgets.
  • Prepare cost variance analyses and report on cost trends and deviations.
  • Work closely with project managers and procurement teams to maintain financial transparency.

3. Contract Compliance:

  • Ensure subcontractor invoices align with contractual requirements including rate schedules, mark-ups, and reimbursable terms.
  • Support audits and cost reconciliations as needed.
  • Assist in change order evaluations and negotiation support from a cost perspective.

4. Reporting & Communication:

  • Prepare regular cost reports and summaries for internal and external stakeholders.
  • Support project controls and finance teams with detailed cost insights.
  • Communicate findings and recommendations clearly and professionally to project stakeholders.

Required Experience:

  • Bachelor’s degree in Construction Management, Engineering, Finance, Quantity Surveying or related field.
  • Minimum 5 years of experience in cost engineering or quantity surveying with a strong focus on subcontractor cost reviews under T&M contracts.
  • Solid understanding of Canadian construction cost norms and contract structures.
  • Familiarity with labor agreements, equipment rate books, and typical T&M claim components.
  • Proficiency in Microsoft Excel; experience with cost management systems (e.g., SAP, Prism, or similar) is an asset.
  • Strong analytical, organizational, and communication skills.

  • A valid driver’s license and passport.
  • Must be legally entitled to work in Canada.
  • The position is based in Vancouver Office in with a visit to the Site Project as required.

Salary range: CAD 80,000 - 100,000/yr
