Drawing on your expertise and knowledge with Enterprise Java and SAP Web Intelligence technologies, you will be providing application design, development and support services with the City of Toronto in a permanent full-time position.
As a member of the Business Solutions Services team in the Technology Services Division, the Corporate Application Technical Leader will provide senior technical consulting, analysis, design, development, testing, quality assurance, project planning and work management expertise to deliver and sustain critical enterprise business applications and information. This position will also have an opportunity to contribute to the modernization of multiple critical business systems as part of the City's business transformational service improvement initiatives.

You must also have:
- University degree in Computer Science or a related discipline with extensive development / sustainment experience in large-scale IT solutions, or the approved equivalent combination of education and/or experience.
- Extensive experience as an IT Technical Lead on large-scale information technology systems, including in all stages of large-scale system development life cycle, utilizing an enterprise architecture approach and software development methodologies.
- Extensive experience in implementing and supporting integrated business solutions, using Java, Java frameworks, JEE web application, object-oriented methodology and design.
- Extensive experience in designing, developing, and using REST and JSON APIs to support integrating technologies and business application solutions.
- Extensive experience in SAP Web Intelligence (Webi) integration design and development including SAP Webi RESTful APIs.
- Extensive experience in coordinating, assessing, monitoring, executing, and quality assurance of design, development, testing & implementation of enhancements and other general product service and incident requests and resolutions.
Additional qualifications:
- Considerable ability and knowledge in RDBMS development and/or data analysis using Oracle SQL or PL/SQL.
- Strong written and oral communication skills, including the ability to present and compose written documents appropriate for clients.
- Strong customer service orientation along with a demonstrated ability to establish and maintain effective stakeholder relationships.
- Excellent problem-solving, leadership, facilitation, and interpersonal skills.
- Ability to work effectively as a member of a team, collaboratively with others in a multidisciplinary team environment and independently, as required.
- Advanced time management and estimation capabilities and ability to perform several tasks and projects concurrently.
- Extensive experience in the sustainment and development of business systems, including the management of an application backlog, and prioritization and management of support tickets and services.
- Ability to develop technology standards, techniques, and product specifications.
- Knowledge of public works infrastructure construction services, construction project planning and coordination, program management, performance management, project delivery, contract, and/or cost management.
- Knowledge of current and emerging technologies, and skills to evaluate and recommend new technology for introduction into a complex technical environment.
- Ability to develop project plans, projections, and cost/benefit analysis of proposed solutions.
- Ability to develop, maintain and execute both test plans and disaster recovery plans.
- Ability to elicit, drive and/or develop solution requirements to ensure that business needs and requirements have been adequately defined and documented, and/or the root cause of the problem accurately stated.
- Ability to write business requirements and solution architecture documentation, using requirement gathering techniques and design standards such as UML.
- Ability to produce enterprise IT artifacts, utilizing frameworks such as Zachman and TOGAF to describe business / information / application / technology / security architectures.
- The City has committed to specific tools and methodologies that support large-scale IT projects. Experience using some of the following or equivalent tools and methodologies is required: ITIL, Bates Project Management Methodology (PMBOK compliant), SAP BusinessObjects BI, Java Enterprise Edition, Oracle Database, Eclipse, Jasper Reports, IBM Websphere, Erwin data modeler, ESRI ArcGIS, ServiceNow, Jira, HP Testing Suite and the Unified Software Development Process, and software version control (e.g., Bitbucket, GitLab).
- Ability to work flexible hours including days, afternoons, nights, and weekends, as required.
- Ability to be on call for support of production systems, as required.
- Ability to travel across various office locations within the City of Toronto, as required.
