General Description

The Coordinator, Personnel Administration is responsible for the accurate and timely administration of the Municipality’s central repository of employee master data within the SAP – HCM environment. Providing system-based support of the employee lifecycle, the incumbent will develop mastery and expertise of processes and will focus primarily on the SAP Personnel Administration module in their daily tasks, however, will also be required to provide ongoing support to the other HCM modules within SAP. Primary responsibilities include:

System Administration: Responsible for the accurate entry and maintenance of employee master data in SAP. Administers the Personnel Administration (PA) module and processes. Performs updates to personnel management via system actions as changes occur including, but not limited to new hires, rehires, organizational changes, changes in pay, salary continuance, leave of absence, retirement, and terminations. Responsible for the entry of recurring, one-time, and termination remuneration. Processes changes to basic pay records, including compensation increases and premiums. Develops and executes reports using SAP Ad-hoc Query and Wage Type Reporter. Supports the acting program by processing requests, applying rates for payment, and coordinating with Compensation and leaders as required. Collaborates with other HR branches in monitoring health claims to ensure accuracy of the employee’s pay during periods of leave or modified duties.

System Maintenance: Participates in user acceptance testing, integration testing, and business process analysis. Ensures that the Personal Administration module integrates with other SAP modules seamlessly. Performs troubleshooting and auditing of PA system processes and data to ensure data quality and integrity. Identifies areas that may require system solutions and escalate as required. Performs testing for system upgrades. Coordinates with the HR Analyst in the diagnosis of deficiencies and the implementation of solutions.

Department Support: Supports the bi-weekly payroll process by ensuring timely entry of employee lifecycle changes. Maintains required records. Ensures compliance with internal standards and policies, collective agreements, shared services agreements, and legislation. Supports other HR branches and leadership by providing clarification regarding how organizational changes, work schedule changes, and other requests would impact bi-weekly pay. Manages the Personnel Administration shared inbox and responds to enquiries in a timely manner. Coordinates with branch employees for the accurate entry of employee master data. Develops and maintains user procedures, guidelines, and documentation. Provides cross-functional support to the SAP Organizational Management and Benefits modules.

Skills Requirement

Candidates need to show evidence of the following:

  • Functional experience SAP-Human Capital Management (HCM) modules.
  • Technical aptitude for utilizing ERP software and the ability to perform troubleshooting, system testing, and generate reports.
  • Advanced proficiency in Microsoft Excel and strong skillset with Word, Outlook, and Visio.
  • Ability to maintain a high degree of accuracy and coordinate and prioritize tasks to ensure deadlines are met.
  • Works collaboratively and productively in a team environment, and actively contributes to team objectives.
  • Strong communication, interpersonal, organizational, problem solving, and decision-making competencies.
  • Ability to effectively interact with internal clients while providing a high level of professionalism and customer service.
  • Working knowledge of HR processes and functions, Payroll processes, Employment Standards Legislation, Collective Agreements, Municipal policies, and Canada Revenue Agency guidelines.
  • Demonstrates an analytical, problem solving, critical thinking, and constructive mindset.
  • Sound judgment, and the ability to maintain high level of confidentiality of materials and information.

Work Experience Requirements

  • Three (3) years of experience in a multi-faceted Human Resources environment, which includes one (1) year of experience in the use of SAP HCM.
  • Previous experience processing payroll in an ERP payroll system preferred.
  • Experience with SAP - SuccessFactors is an asset.
  • Experience working in a public-sector environment with unionized and non-unionized employees considered an asset.

Education Requirements

  • Diploma in Human Resources, Business Administration, Office Administration, or related discipline is required.
  • Payroll Compliance Practitioner designation is required.
  • An equivalent combination of education and work experience may be considered.
