Overview

The Coordinator, Emergency Programs is responsible for developing, implementing and coordinating emergency management plans, programs and procedures that support the overall strategies to mitigate, prepare for, respond to, and recover from various emergencies, disasters and crisis. The incumbent conducts research to develop and maintain emergency plans and response programs, monitors internal and external communication platforms to engage with the community, supports senior City staff in matters related to emergency response planning, operations, and recovery, and contributes to the planning and delivery of emergency response training events. This position will be required to take on 24/7 on-call duty shifts and serve in the City’s Emergency Operation Centre during activations and in support of special events as required. Considerable independent judgment and action are exercised within established processes and procedures, while policy matters, or unusual problems are referred to a superior.

Examples of key responsibilities include, but are not limited to:

  • Conducts research, concept development, consultation, drafting, and implementation of emergency management plans; identifies strategies in coordination with the program manager to develop and enhance partnerships with advisory committees, civic associations, community, faith-based groups, special needs groups, and both public and non-public organizations.
  • Reviews, rehearses, updates, and confirms existing contingency plans and response, preparation, mitigation, and recovery methods/models.
  • Remains informed and abreast of the latest trends and methodologies in the Emergency Management profession; maintains competencies through identification and participation in professional development opportunities.
  • Maintains and monitors the Emergency Programs website, relevant social media accounts, and other internal and external communication platforms; seeks, identifies, and actions on opportunities to enhance community resilience.
  • Meets and engages with City staff, outside agencies and members of the public; builds rapport and relationship with diverse community partners.
  • Develops and implements targeted outreach strategies to increase community participation and engagement with preparedness initiatives.
  • Plans, coordinates, and conducts community engagement events; develops and oversees the execution of safety plans for public events.
  • Advises and supports senior City staff in emergency response planning, operations, and recovery.
  • Acts to fulfill any position within the Emergency Operations Centre as required; assumes 24/7 on call duties and be prepared to respond to events on a rotational duty officer shift schedule; responds to requests related to Emergency Support Services or call outs and the associated support and administration.
  • Contributes to the planning and execution of emergency response training events, Emergency Support Services training and program delivery.
  • Tracks competencies and regular refresher training requirements.
  • Performs related work as required.

Qualifications and Experience:

  • Considerable knowledge of the philosophy, principles, objectives, policies, regulations, practices and procedures of the Emergency Management Program, including those related to Emergency Support Services and the Emergency Operations Centre.
  • Considerable knowledge of the administrative processes in the delivery of emergency response programs.
  • Considerable knowledge of planning emergency response exercises.
  • Ability to plan, develop, coordinate, evaluate, implement and maintain the Emergency Management Program and to identify project requirements to support program administration and delivery.
  • Ability to provide program support and relieve senior staff of administrative detail.
  • Ability to plan, organize, oversee, and direct the work of volunteers.
  • Ability to plan, coordinate, and evaluate training sessions, exercises, and workshops to test emergency procedures.
  • Ability to make sound decisions and respond in a high-pressure work environment in accordance with applicable regulations, policies and procedures, to set priorities and to work with minimal supervision.
  • Ability to establish and maintain effective working relationships with senior City staff, volunteers, staff of other agencies and the public, and deal with matters tactfully and with diplomacy.
  • Ability to communicate effectively orally and in writing.
  • Ability to prepare and maintain reports and records related to the work.
  • Ability to be on 24/7 on-call shifts and serve in the Emergency Operations Centre as required.

Knowledge, Skills & Abilities:

  • Completion of Grade 12 supplemented by courses in social or political sciences, marketing, education, emergency management or a related field.
  • Minimum 2 years of experience in emergency planning work or related field.
  • Valid Class 5 BC Drivers License.
