Reporting to the Manager, Workforce Planning and Development, within the People Services Team, the education coordinator will play a critical role in the development and implementation of divisional wide learning programs including but not limited to, New Employee Orientation, Onboarding, e-learning module development and facilitation of training.


Major Responsibilities:

  • Initiates, implements, and evaluates staff training and development programs for the area. Promotes professional growth and development of all staff in support of the TPH.
  • Revises and updates policies and procedures with respect to students and continuing education.
  • Liaises with directors, managers and front-line staff in Toronto Public Health regarding training to ensure efficient use of Toronto Public Health resources and to support the integration of principles of adult learning into programs and activities.
  • Provides consultation to staff about meaningful education opportunities to meet individual or directorate learning needs.
  • Drafts, revises and/or recommends resource materials for staff for professional learning and related matters.
  • Facilitates meetings to develop workshops, presentations, in-service sessions, learning resources, etc. and writes proposals. Coordinates collaborative teams. Prepares evaluation reports regarding these activities (e.g. summary evaluation of programs).
  • Creates and sustains linkages with internal and external partners such as academic health science faculties (e.g. University of Toronto, Ryerson) for staff in-service and professional development including in-service programs for academic health science students.
  • Prepares reports and presents papers and workshops at conferences. Prepares publications for professional journals.
  • Participates in and/or chairs various internal/external committees.
  • Carries out speaking engagements and teaching responsibilities as required.
  • Contributes to and participates in the evaluation of staff training initiatives.
  • Collaborates in the development of e-learning materials for new staff.

Key Qualifications

Your application must describe your qualifications as they relate to:

  • A Master's degree in Health Sciences, Social Sciences or Education or an equivalent combination of a baccalaureate degree and extensive experience relevant to the primary duties of the position.
  • Experience in program planning, development and implementation of educational resources and adult education.
  • Experience in coordinating and implementing training initiatives for staff.
  • Experience in facilitating training initiatives in person and virtually
  • Experience in the evaluation of educational needs, resources, and activities.
  • Experience in building and sustaining community partnerships in the context of education.


You must also have:

  • Knowledge and understanding of and commitment to principles of adult learning.
  • Knowledge of Public Health competencies required for the practice of health promotion such as research appraisal and knowledge transfer, health promotion history and principles, assessment of individuals and community needs for health promotion, health promotion program planning, implementation, and evaluation.
  • Ability to analyze course materials, interpret information and identify opportunities to convert text-based material into highly interactive and engaging activities.
  • Understanding of work with subject matter experts to develop true-to-life learning scenarios including e-learning resources.
  • Ability to write, edit and prepare scripts for animated materials, audio, and video recording.
  • Ability to use a variety of established tools and techniques to produce a creative and unique learning design.
  • Ability to convert the learning design into a storyboard using established storyboarding techniques.
  • Ability to apply Instructional design skills to develop curriculum.
  • Ability to maintain up-to-date skills that align with the development tools that are in use at the City of Toronto.
  • Ability to prepare reports, articles and deliver effective presentations.
  • Ability to work effectively in interdisciplinary teams.
  • Strong interpersonal and consulting skills and ability to work with all levels of staff.
