Are you a highly self-motivated professional with experience in project development or management, related to infrastructure projects?

Do you have a strong understanding of technical document preparation or review, including Statements of Work, technical drawings, and specifications?

Are you a great communicator, who is experienced in managing strategic relationships and utilizing positive negotiation tactics?

We are looking for a candidate with strong technical, interpersonal, and critical thinking skills to join our DCC team in Victoria, British Columbia.

The Coordinator, Contract Services (Procurement Officer) arranges and prepares standard contracts for the Client-Partners (e.g., construction, professional services). The incumbent determines Client-Partner needs, provides advice on procurement approaches, reviews documentation, and manages relationships.

Key and Periodic Activities

Responsibilities include:

  1. Providing advice on procurement to Client-Partners
  2. Reviewing and assembling documentation for submission
  3. Preparing procurement documents
  4. Reviewing tender submissions and facilitating evaluations
  5. Making recommendations for procurement and contract awards
  6. Negotiating contracts with proponents
  7. Responding to bidder inquiries
  8. Communicating with stakeholders and industry
  9. Developing effective relationships within DCC and with external partners
  10. Ensuring quality standards are met

Other Responsibilities

  • Reviewing and approving contracts within delegated authority
  • Leading procurement planning
  • Managing risk
  • Performing other duties as assigned

Skills

Knowledge of procurement practices, legislation, and project management principles. Familiarity with DCC processes and government policies.

Education and Experience

College diploma in architecture, engineering technology, or related field with four years’ relevant experience, or equivalent.

Abilities

  • Proficiency with computer software and operating systems
  • Application of project and risk management techniques

Development and Leadership

Providing guidance to employees and clients.

Working Conditions

  • Office environment with occasional site visits
  • Possible requirement to wear safety equipment on construction sites
