YOUR MISSION

The Contracts Manager will serve as a member of the Prime Contracts Function, supporting U.S. Department of Defense and Intelligence Community (IC) contracts throughout the acquisition lifecycle—from proposal support through award, post-award performance, and closeout. Reporting to the Sr. Manager, Contracts, this role will work closely with program managers, engineering, finance, and legal to ensure contracts are properly structured, administered, and closed in compliance with applicable regulations and company policies.

This is a hands‑on role in a small, growing Contracts department. You will manage an assigned portfolio of contracts with support from the Sr. Manager, Contracts and serve as a key point of contact with government Contracting Officers and Contracting Officer Representatives. The ideal candidate brings practical government contracts experience, sound judgment, and the initiative to operate effectively in a lean organization.

RESPONSIBILITIES

Pre-Award

  • Support proposal development, including preparation of representations and certifications, review of terms and conditions, and input on cost and pricing volumes from a contract’s perspective.

Award and Negotiation

  • Review and support negotiation of contract terms and FAR/DFARS clauses with government Contracting Officers.
  • Assist with identifying, evaluating, and resolving contractual and business risks during negotiations.
  • Coordinate internal review and approval of contract documents prior to execution.
  • Ensure contracts are properly recorded, distributed, and set up for performance tracking.
  • Support the Sr. Manager, Contracts and Legal Department in preparing negotiation positions, risk summaries, and approval materials.

Post-Award Administration

  • Serve as a day‑to‑day point of contact with government Contracting Officers and CORs for assigned contracts, escalating material issues as appropriate.
  • Manage and support contract modifications, change orders, option exercises, incremental funding actions, and other post‑award contract actions.
  • Track and manage CDRLs, deliverable schedules, and other contractual performance obligations.
  • Monitor contract performance for scope, funding, and schedule risks, including identification and escalation of issues such as scope creep, constructive changes, and unauthorized commitments.
  • Prepare and submit contract correspondence, including requests for information, cure notice responses, show cause responses, requests for equitable adjustment, and other formal communications.
  • Ensure appropriate FAR/DFARS flowdowns in subcontracts and supplier agreements.
  • Assist with interpreting contract requirements and translating complex contracting concepts into practical guidance for internal stakeholders.

Compliance and Audit Support

  • Maintain contract files in audit‑ready condition in accordance with applicable record retention requirements.
  • Serve as the initial point of contact for routine DCAA and DCMA interactions, audits, and information requests, with support from the Sr. Contracts Manager and Legal Department as needed.
  • Support compliance with cost accounting standards, Truth in Negotiations Act requirements, and other regulatory obligations applicable to government contractors.
  • Track and ensure timely completion of compliance‑driven reporting and filing obligations tied to contract performance.
  • Maintain contract compliance checklists, calendars, and internal controls.

Closeout

  • Support contract closeout procedures, including final deliverable verification, property disposition, release of claims, deobligation of excess funds, and coordination with finance on final invoicing and reconciliation.
  • Track open closeout items and coordinate with internal stakeholders and government counterparts to support timely completion.
  • Maintain appropriate closeout documentation in the contract file.

General

  • Maintain contract status reports, trackers, and dashboards
  • Support continuous improvement of contracting processes, templates, and playbooks within the Legal Department.
  • Build and maintain strong working relationships with internal stakeholders across programs, engineering, finance, business development, and legal.
  • Take ownership of assigned projects and contract administration workstreams, contributing to the continued development of the company’s contracts function.
  • Assist with additional projects and initiatives as needed under the direction of the General Counsel or Sr. Contracts Manager.
QUALIFICATIONS

The successful candidate will be a proactive and energetic Contracts professional who combines hands‑on DoD and/or IC contract administration experience with strong organizational skills, sound judgment, and the ability to work collaboratively across a growing company. Strong interpersonal skills are essential: this role requires close collaboration with program managers, engineers, finance, and other non‑contracts stakeholders.

  • Bachelor’s degree required.
  • 5+ years of experience in DoD and/or IC contract administration, with experience supporting government contracts through multiple stages of the acquisition lifecycle.
