Overview

We are seeking a Contracts Advisor to join our Western Region Manufacturing Business Support Division (WRMBSD).

WRMBSD is responsible for the planning, procurement and administration of service contracts across our Western Region Manufacturing facilities.

Your primary role will be to work with our designated contracting unit for planning, procurement and administration of Short Form Procurement Agreements (SFPA), Master Services Agreements and Long Form Procurement Agreements.

Key Responsibilities

As the successful candidate you will be required to perform the following:

  1. Provide work direction to the team in our Contracts Procurement & Administration Group.
  2. Initiate guidelines, coordinate activities and provide technical expertise to assure the proper and timely planning, procurement and administration of contracts.
  3. Comply and maintain conformity to the established corporate contracting policies and procedures, and support proponent technical/operational requirements in a timely and most cost-effective manner.
  4. Manage and oversee 50+ contracts and amendments / Cancel & Supersede.
  5. Provide direction, advice and solutions to proponent and contractors i.e. actions required to administer, extend, renew and terminate contracts.
  6. Liaise between contracting group, proponents, contractors and Saudi Aramco stakeholders to ensure smooth procurement, mobilization of contractors, compliance with applicable procedures & policies, resolve disputes and conflicts with contractors, advise on terms and conditions of the contracts to proponent and contractors to serve proponent objectives and goals pertaining to smooth plants operations.
  7. Coordinate and communicate with leading personnel to assist aid with representatives of Contracting Department, Functional Review organizations (financial and legal), or proponent for the development of contract requirements, contracting plans, and their implementation.
  8. Negotiate contract terms and conditions of contract service, claim settlement, determine technical qualification of bidders, develop scope of service and provisions for payment, or other contract interpretation and clarifications.
  9. Direct and participate in the development of engineering and financial studies that establish feasibilities for contract services and evaluation for alternatives that may be technical, financial and/or procedural/administrative.
  10. Coordinate and participate in the development of Company risk analysis or exposure and technical qualification of bidders.
Minimum Requirements

• You must hold a Degree in Engineering, Business Administration, Finance or Supply Chain Management.

• You should have a minimum of 12 years' experience in hydrocarbons or related industry with knowledge of refineries, NGL or petrochemical plants operations, maintenance as well as service contracts in planning, procurement, administration, auditing, compliance, and contracting techniques and procedures.

• Previous experience working at the business level managing tens of contracts that serve regions, facilities, several stakeholders and working with executives is a plus.

• You should have experience working as a leader managing contracts and serving as an advisory to senior management.
