The salary range for this position is CAD $45.46/Hr. - CAD $65.35/Hr.

Summary

We’re seeking a dynamic Leader for our Contract Management Office (CMO) to drive the advancement of Providence Health Care’s procurement and contract management capabilities. Reporting to the Director, you’ll lead contract negotiations, design sourcing strategies, and manage the full contract lifecycle, ensuring policies and processes align with our mission and values. You’ll also mentor a team of Advisors, ensuring consistent service delivery and supporting best practices in vendor and contract management. Join us in shaping financial improvement initiatives and creating a positive, collaborative environment for both staff and clients.

What You Bring

Education, Training and Experience

  • Education: Master’s degree or equivalent in Business, Health Administration, Operations, Contract Management, or Law.

  • Experience: 7-10 years in procurement, contract negotiation, and management, ideally in complex, multi-site organizations or the public sector.

  • Preferred Certifications: SCMP, CPP, or PMAC certificate.

  • Membership: ASCM or similar professional body is a plus.

Skills and Abilities

  • Strong knowledge of contract law, sourcing, negotiation, and vendor management.

  • Familiar with BC healthcare procurement and regulatory frameworks.

  • Skilled in trend analysis, process improvement, and risk assessment.

  • Experienced in developing business cases and lifecycle cost evaluation.

  • Proven ability to manage multiple projects and priorities.

  • Knowledge of project management and change management principles.

  • Strong leader and mentor with excellent team-building skills.

  • Effective at engaging stakeholders and working across teams.

  • Clear communicator with strong negotiation and persuasion skills.

  • Excellent listener who integrates feedback well.

  • Strong organizational skills with proficiency in Microsoft Office and contract systems.

  • Skilled in record-keeping and reporting.

Your Day to Day:

  • Strategic Procurement & Contract Management

    • Develop and execute sourcing strategies aligned with organizational goals.

    • Lead contract negotiations and amendments, ensuring compliance and minimizing risk.

    • Provide expert guidance on procurement best practices across contract stages.

    • Assess and manage impacts of strategic initiatives within PHC.

  • Internal Client Partnership

    • Collaborate with internal teams to optimize contractual opportunities.

    • Develop negotiation strategies to maximize value and minimize risk.

    • Support clients with education on contract processes and financial tools.

    • Manage contract repository onboarding and ensure compliance.

    • Maintain positive operational relationships with service providers.

  • Process Improvement & Policy Development

    • Identify trends and implement process improvements for efficiency and compliance.

    • Lead the creation of contract templates, policies, and procedures.

    • Implement systems supporting lifecycle cost analysis and regulatory compliance.

  • Performance Monitoring & Reporting

    • Establish and monitor vendor performance metrics.

    • Track and report on contract budgets and procurement initiatives.

    • Ensure accurate record-keeping through electronic systems.

  • Leadership & Team Management

    • Provide coaching and oversight to Advisors, managing performance and development.

    • Supervise staff, including hiring, assignments, and performance management.

    • Foster a collaborative, respectful team environment within the CMO.

  • Financial Management

    • Develop and manage the Advisor team’s budget, forecasting and tracking expenditures.

    • Analyze and develop business cases for departmental investments.

  • Other Duties

    • Perform other related duties as needed.
