JOB SUMMARY

The HR Business Services Branch operates as an internal consulting practice, working closely with business leaders and managers to support business strategy and sustained performance. As the primary contact to the client group, each unit provides proactive, strategic and operational advice to managers and staff in the following areas: business people strategy and analytics, business workforce planning and implementation, organizational design and job evaluation, talent acquisition, performance management, workplace safety, organizational health, disability management, accommodations and WSIB.

You will address our department leaders' organization design and job evaluation needs and play a pivotal role in supporting organization design and job evaluation projects across the City and/or specific departments, including: analyzing organization design issues, assembling research and insights, developing actionable recommendations and preparing presentations and documents.

As a respected Organization Design/Job Evaluation Consultant, you are well positioned as a professional who has strong business acumen, analysis, communications and stakeholder management skills. Your primary accountabilities include:

  • Partner with HR Consultants and Managers to proactively solution job evaluation opportunities
  • Provide guidance and advice to Managers on organizational design issues to improve organizational effectiveness and to enable the achievement of goals and objectives
  • Provide consulting advice on City practices and industry trends related to organization design and job evaluation
  • Always lead with organizational analytics to identify structural and organizational systemic issues and opportunities
  • Perform analysis and share insights related to organization design, spans and layers, and related activities
  • Serve as chair and voting member or technical advisor on management and joint union-management job evaluation committees
  • Develop generic job profiles by gathering, reviewing and analyzing content to ensure it reflects the position's overall purpose and major responsibilities
  • Package and present meaningful data and/or research into the development of job evaluation recommendations
  • Participate in the review and design of job evaluation systems that comply with Pay Equity legislation, and reflect the culture and values of the City of Ottawa.
EDUCATION AND EXPERIENCE

Completion of 4 year university degree in human resources management, labour relations, business or public administration, or related field

Minimum of 5 years of related experience working in a human resources environment with at least 2 years of experience specifically in the field of job evaluation

CERTIFICATIONS AND LICENCES Certified Human Resources Leader (CHRL) designation is desirable KNOWLEDGE

  • Design and deliver professional presentations and training
  • Consult, provide advice, and deliver services that are adapted to corporate needs and business environments
  • Create and maintain a positive rapport and partnerships with colleagues, clients and stakeholders
  • Conduct external and internal research, analyze results, present findings and make recommendations for senior management’s consideration
  • Adapt to changing environments, open to new ideas and approaches, and identify opportunities for continuous improvement

  • Interpret policies and procedures accurately and consistently and provide advice to managers
  • Must be able to travel to work locations as required by the job
