About Us

The Income Assistance Services Division, within the , provides Income assistance programs and services to the people of Saskatchewan to support basic needs as they work toward becoming self-sufficient to the best of their abilities. It also provides employment and housing supplements, a childcare subsidy and income supports for seniors.

The Opportunity

The Income Assistance Programs Division is seeking a Consultant, Financial Services to join the Financial Operations Unit. Reporting to the Manager, Financial Operations, the successful candidate will be responsible for developing and supporting the financial components of the divisions program plan.

As a professional, energetic, methodical thinker who is able to take the initiative while showcasing your excellent interpersonal, communication and leadership skills, you will be responsible to :

  • Provide leadership in the development, analysis and evaluation of the divisional budget, financial variance reports and forecasts;
  • Provide training, direction, interpretation and guidance to division management and staff (central and service area) on budget planning and development, forecasting, expenditure and financial management procedures;
  • Analyze and strategize with senior divisional management on changes to future programming needs, implementation of new resources, realignment and / or deletions in existing services;
  • Support and participate in issues related to existing or new programs / policies to support evidence-based decision making, budget development and program planning;
  • Conduct reviews and audit of division’s service delivery to external clients and internal processes and systems and make recommendations; and,
  • Provide leadership and direction to financial analysts in the FinancialOperations Unit.

If you are an experienced, results-oriented professional who uses an influential and collaborative communication style, we want to hear from you! You will demonstrate the ability to be detail oriented, analytical, objective, respectful and diplomatic. You will also have :

  • Experience with accounting standards and financial processes including budgeting, forecasting, and reporting;
  • Ability to perform fast, thorough and accurate analysis and assimilate and compile large amounts of data / information in a short timeframe;
  • Ability to accurately compile, compare, calculate, identify and summarize data by utilizing word processing, databases, spreadsheets, communications and other software packages with speed and accuracy to complete such tasks as adjusting entries / preparing financial reports / statistical reports / supporting documents / year-end reports / forecasts / budgets / project evaluations / trend analysis;
  • Excellent communication and interpersonal skills with the ability to develop relationships with key stakeholders; and
  • Ability to think analytically and creatively to support the Division’s strategic and tactical program plans.

Typically, the knowledge for this position is obtained through a university degree in accounting or finance and completion of a professional accounting designation such as the Chartered Professional Accountant (CPA). An equivalent combination of education and experience will also be considered. Considerable exposure to public sector experience is an asset. Candidates must clearly indicate in their cover letter and résumé where they have acquired the knowledge and abilities required for this position.
