Overview
Consultant climate and nature effectiveness, impact, transparency and monitoring under the IDB CLIMA. This international consultant role is based at the IDB Headquarters in Washington, D.C. with visa and relocation support where applicable.
What you’ll do
- Work with the transparency and monitoring working group to support IDB CLIMA related activities in coordination with internal stakeholders of the IDB, including in the Vice Presidency for Countries, the Vice Presidency for Sectors, and other relevant areas including the Office of Strategic Planning and Development Effectiveness.
- Identify and justify a proper methodology (rapid, methodic, systemic, etc.) and conduct an exhaustive literature review of existing policy assessment instruments to measure and guide countries in the definition of relevant policies and investments to achieve specific objectives.
- Provide technical and policy guidance in climate transparency, MRV, and impact reporting.
- Support the development and implementation of IDB CLIMA pilot projects, ensuring alignment with robust transparency and monitoring frameworks.
- Identify the key areas and dimensions to be included in the context of the IDB CLIMA Pilot Program and beyond. This process might include desk reviews, interviews, surveys, questionnaires, etc.
- Advise on the design and deployment of sector-driven transparency and impact evaluation systems to strengthen accountability in climate investments, in relation to KPIs #2 and #3.
- Advise and support IDB headquarters and country teams, and external stakeholders, to promote the operationalization of climate transparency measures and policy instruments on IDB CLIMA pilot projects.
- Conduct a detailed multi-criteria analysis of the specific needs tied to nature and climate action in the mitigation, adaptation, and biodiversity policy domains.
- Participate in applied research to support the deployment and improvement of the IDB CLIMA Pilot Program.
- Prepare inputs on climate transparency and climate policy aspects for cross sector strategic documents, institutional strategies, country strategies, private sector strategic documents.
What you’ll need
- Education: Master’s degree or equivalent in economics, engineering, environmental sciences, atmospheric sciences, environmental policy, public policy, political science, or international development with a focus on environment.
- Experience: A minimum of five (5) years of professional experience in climate transparency, strategic framework development, policy assessment, impact evaluation, or climate policy. Deep understanding of project design, monitoring, and evaluation, as well as project management principles. Experience working with MDBs and government agencies in LAC is highly desirable. Proven knowledge and practical experience in the field of project evaluation and climate policy in Latin America.
- Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

- International consultant Full-Time, 18 months (up to 36 months).
- Note: If international, Headquarters (Washington, D.C), whereas if national 100% remotely from place of residence of selected candidate and services are expected to be provided from a country where the IDB Group has offices.
