Qualifications

Responsibilities
  • Experience analyzingcontract documents and specifications for hard bid / lump sum,construction management,design-build or EPC projects to determine projectrequirements (bonding, insurance, etc.), and identifies risk factors, including themonitoring of published addenda that may alter original project scope.
  • Develops win and fee strategy for large or complex projects, and reconcilesthroughout the project.
  • Leads development of a conceptual estimate bid submission withadded complexity for key clients.
  • Develops and monitors pursuit schedule internally and externally.
  • Develops strategies as a basis for submission of budget proposals to ensure PCL’sand the client’s interests are protected.
  • Leads the design development as the project progresses and the production ofworking drawings, including contract budgets and value engineering compatibility review, completeness of drawings and details, constructability and schedule review,coordination, code compliance, and trade-scope completeness.
  • Leads design development and working drawing production to meet theconstruction schedule.
  • Post award, prepares a risk analysis report summarizing all potential risks; includesa mitigation plan and alternative means and methods to analyze identified riskitems.
  • Supervises, directs, coaches, trains, and mentors direct and indirect reports andsupports the chief estimator to mentor the estimating team.
  • Networks with industry contacts to determine PCL’s competitive advantage.
  • Holds team accountable and challenges team and project to find creative solutionsfor overall project benefit.
  • Develops and maintains strong customer focused relationships with keystakeholders and decision makers.
  • Other duties as required
Qualifications
  • Postsecondary degree or diploma in engineering or a related discipline or tradeexperience or equivalent.
  • 7+ years of progressive experience in construction cost estimating preferred.
  • Successfully led a pursuit valued at $100+ million in delivery model hard bid / lumpsum, construction management / cost reimbursable / target price /design-build or EPC.
  • Experience working in a self-perform environment and with productivities.
  • Design management experience in buildings, civil or solar.
  • Expert in different construction methods, planning, scheduling, sequencing,potential problems, and timelines, and is a district champion in these matters.
  • Expert in understanding and teaching contract terms for various delivery modelsand identifies contract risks and opportunity.
  • Ability to build a conceptual estimate without drawings/specifications.
  • Knowledge of and stays up-to-date with business trends.
  • Ability to establish and maintain effective relationships with key stakeholders anddecision makers
  • Advanced skills using Microsoft Office Suite and familiarwith project management software.
