Job description

Project Manager P.Eng Duties

Taking full responsibility for the deliverables of this assignment, including managing the timely resolution of issues.

Providing timely and thorough analyses and recommendations to MTO on all matters, including but not limited to Contractor Information and Compensation requests, Monthly Status Reports, Change Orders, Claims, Negotiations, Change Proposals, and design and construction issues encountered during the construction contract, as well as resolving concerns raised by contractors, outside agencies, or the public.

Overseeing project coordination and management, quality assurance, cost control, schedule management, etc.

During construction, the Project Management team shall attend all site progress meetings in person.

The Project Manager shall not hold an active role on any other MTO project besides this one (i.e., cannot be a Contract Administrator on another project).

The Project Manager is responsible for ensuring that the Contract Administrator role is backfilled with qualified staff who have successfully completed the full TLT 131 Advanced Issues Resolution course, including any refresher and Adjudication training. The Project Manager shall develop and submit a plan to the MTO Contract Services Administrator outlining how the Contract Administrator role will be backfilled during absences.

The Project Manager shall also develop and submit a plan for Contract Administrator coverage and backfilling, ensuring presence at the field office during all absences longer than two (2) consecutive days or when the contractor is working.

The Project Manager shall have:

  • Authority to act on behalf of the Service Provider.
  • Proven ability to coordinate a multi-disciplinary team on projects of similar size and scope.
  • Proven ability to work cooperatively with various stakeholders, including property owners, government agencies, utility companies, and interest groups, on projects of similar size and scope.
  • Strong negotiation, analysis, and decision-making skills for developing recommendations and resolving complex issues.
  • Familiarity with critical path scheduling.
  • Successfully completed the full TLT 131 Advanced Issues Resolution course, including any refresher.
  • Include a statement of passing this training, with the training date, in Envelope #1 on the RAQS ESP e-tendering portal; omission will disqualify the submission.
  • Possess a valid passport and eligibility to cross international borders.

The Project Manager shall also have:

  • Demonstrated construction Project Manager experience on at least two similar MTO or equivalent projects, each valued at no less than $1,500,000, with at least one project where they served as Project Manager.
