A leading recruitment firm is seeking a Construction Procurement Specialist in Toronto to manage pre-award procurement for large construction projects. The ideal candidate will have strong negotiation and contract administration skills, and experience in public-sector projects. This contract position offers a competitive hourly rate of CA$45.00 to CA$75.00. Candidates should possess a degree in a relevant field and at least 3 years of procurement experience.

About the Role: We’re seeking a Construction Procurement Specialist to support pre-award procurement activities for large, complex construction and infrastructure projects. This role is ideal for a detail-oriented professional with strong negotiation and contract administration skills who thrives in high-value, public-sector projects.

Base pay range

CA$45.00 / hr - CA$75.00 / hr

Responsibilities
  • Manage pre-award activities for large construction contracts (DBB – Design-Bid-Build).
  • Coordinate procurement schedules, RFP / NRFP processes, and bid evaluations.
  • Lead negotiation, pre-bid, kick-off, and debriefing meetings.
  • Review and refine scopes of work, technical specifications, and statements of work.
  • Conduct market research and ensure competitive, transparent procurement practices.
Must-Have Qualifications
  • Construction procurement experience on large projects
  • DBB contract experience (MasterFormat)
  • Public and / or private sector procurement experience
Nice-to-Have
  • Supply chain / procurement certifications (SCMAO, OPBA, etc.)
  • Pre-award bid management, RFP / NRFP experience
Education & Experience
  • Degree or Diploma in Business, Commerce, Supply Chain, or related field
  • 3+ years of procurement / contract administration experience
  • Strong knowledge of the Construction Act, construction practices, and contract management
