This may be the perfect opportunity for you as our Conservation and Energy Management department is looking to hire a Program Specialist for the Conservation Assistance Program Area. Reporting to the Program Manager, this position is responsible for leading the development, implementation, and ongoing administration of FortisBC’s programs assisting income-qualified customers, charities, and non-profit housing providers reduce their energy costs and greenhouse gas emissions.


We want you to utilize your customer-centric vision to simplify customer experiences and leverage customer insights to improve the reach and satisfaction with our programs. This role will have its own unique needs and processes, which are vital for supporting our customers in reducing their energy consumption and carbon footprint.


In this role, you will:


  1. Lead the development and implementation of new or revised C&EM programs.
  2. Prepare business cases for new programs or modifications to existing programs including justification and cost-effectiveness analysis.
  3. Consult with other key FortisBC staff (e.g., Key Account Managers, Energy Solution Managers, Technical Advisors, etc.) as well as contractors and vendors to ensure our customers' experience in our programs is optimal.
  4. Identify appropriate technologies and program eligibility guidelines for effective design that maximizes participation and natural gas savings while minimizing costs.
  5. Identify and provide customer insights and program expertise to Corporate Communications to ensure the marketing collateral required to support the programs are effective.
  6. Develop program application, terms and conditions, and any other contractual documents in collaboration with legal services.
  7. Oversee the ongoing administration and project management of a suite of income-qualified energy efficiency and conservation programs.
  8. Oversee the review and approval of program applications. Work with sales and contractor staff to resolve exceptional cases.
  9. Oversee timely implementation of program enhancements and monitor customer escalations.
  10. Review, process and approve invoices and forecast program investments.
  11. Support the development of the relevant section(s) of the C&EM Annual Report to BCUC.
  12. Consult with internal stakeholders (e.g., Key Account Managers, Energy Solutions Managers, Outreach Staff, Technical Advisors, etc.) to fulfill program delivery goals and train them on details, benefits, and goals of programs.
  13. Participate as required in program measurement, verification, and evaluation protocols with Evaluation Team.
  14. Ensure systems are in place to measure, track, and improve customer satisfaction.
  15. Establish program budgets and review expenditures and forecasts.
  16. Review program and creative briefs.
  17. Develop, manage, and complete Request for Proposal (RFP) processes.
  18. Oversee third-party contracts for program implementation and development as required.

What it takes:


  1. Diploma in marketing, communications or a related discipline from a recognized program, plus 3 years of recent, related experience working with program development.
  2. Project Management Professional (PMP) and/or Certified Energy Manager (CEM) considered an asset.
  3. Knowledge of the principles of demand side management.
  4. Strong interpersonal skills and experience working on a team.
  5. Excellent verbal, written communication skills, and presentation skills.
  6. Exceptional organizational skills to manage multiple tasks and meet deadlines.
  7. Thorough working knowledge of MS Office tools.
  8. Ability to develop program/project budgets and performance measures.
  9. Ability to analyze revenues, expenses, sales activity and other measures for assigned programs.
  10. Knowledge of budgeting, financial control methods and techniques.
  11. Knowledge of promotional methods, techniques, event planning and implementation.
  12. Ability to participate in the organization and implementation of program enhancements.
  13. Ability to prepare RFPs, direct, monitor, administer and evaluate consulting contractor work.
  14. Work experience or knowledge of utilities and/or regulated environments is desirable.
  15. Knowledge of building codes, building science, energy systems or equipment is desirable.

Additional Information
- This position will require some travel away from the base office and will be primarily in BC. In this role, you will have the option to participate in a flexible work program, enabling you to work from an approved flex location in British Columbia up to 85 days a year (equivalent to approximately two days a week), subject to business or operational needs.
