Job summary

PAL Aerospace is seeking a Configuration Management Specialist to establish and maintain baselines and data across development, production, and in-service sustainment. The role reports to the VP of Systems Engineering from Ottawa, Vaughan, Halifax, or St.

John’s offices and interfaces with Programs, Engineering, IT, and Supply Chain. You will lead CCBs, manage PBS/CIs, and coordinate supplier changes while applying ISO 10007 and INCOSE practices.

Qualifications

• 10+ years' experience in aerospace or related field with configuration control.
• 5+ years in an Engineering/technical design environment.
• 5+ years in aerospace industry and knowledge of aircraft systems.
• Knowledge of CM standards (ISO 10007, SAE/EIA-649) and IS/INCOSE practices.
• Experience with civil/military airworthiness change processes and design changes.

Responsibilities

• Develop, implement, and maintain configuration systems for programs with well-documented processes.
• Maintain technical configuration baselines for aircraft, mission systems, and data.
• Manage PBS, CIs, identifiers, hierarchy, and baseline release rules.
• Support change impact analysis within PAL's change management framework.

PAL Aerospace is proud to partner with SkyAlyne, the prime contractor for the Future Aircrew Training (FAcT) Program—Canada's next-generation training initiative for the Royal Canadian Air Force (RCAF). This transformative program will redefine how Canada trains its pilots, Air Combat Systems Officers (ACSOs), and Airborne Electronic Sensor Operators (AES Ops) through a powerful blend of live flying, advanced simulation, and classroom instruction.

This role will report to the Vice President of Systems Engineering from any of our offices in Ottawa ON, Vaughan ON, Halifax NS, or St. John's NL.

The Configuration Management Specialist will work closely with the Programs, Engineering, Systems Engineering & Integration, Technical Services, IT, Supply Chain Management, and other non-technical PAL departments like Human Resources and Security to establish a baseline and maintain the configuration of the assets and services during program execution.

Duties and Responsibilities:

• Responsible for developing, implementing, and maintaining configuration systems for Programs, ensuring processes and procedures are well documented, and internal training has been developed, including defining/updating Configuration Management Processes and Procedures.
• Manage and maintain the technical configuration baselines for aircraft, mission systems, software, support equipment, and associated technical data across development, modification, deployment, product management, and in-service sustainment.
• Maintain the product breakdown structure (PBS) and controlled configuration items (CIs), including hardware, software, firmware, interfaces, documents, and support data; establish unique identifiers, hierarchy, and baseline release rules.
• Support change impact analysis as part of the larger PAL Aerospace change management processes.
• Manage Configuration Control Boards (CCB) and enact changes as directed.
• Manage approved/released design and airworthiness data under configuration control, including drawings, specifications, ICDs, software version descriptions, manuals, ICA/AFMS supplements as applicable, and compliance evidence packages.
• Coordinate CM requirements with suppliers and subcontractors, including contractual flow down, baseline data acceptance, and incorporation of supplier changes into the PAL-controlled baseline.
• Plan and conduct configuration verification and audits, including functional/physical configuration audits, data audits, implementation audits, and re-baselining after modification, technical refresh, or service-life extension activities.
• Provide authoritative configuration status accounting and metrics to leadership, programs, engineering, systems, maintenance, and customers, including change aging, audit closure, baseline accuracy, and fleet embodiment status.
• Review and recommend CM tools, in addition to processes, procedures, etc.
• Ensure training and mentoring is provided to the organization on the Program's CM services, concepts, policies, and procedures.
• Contribute to PAL's QA and Technical Records processes.
• Support continuous improvement of processes.
• Other duties as assigned.

Qualifications:

• 10+ years' experience in aerospace, engineering, or related field where configuration control is tightly managed.
• 5+ years' experience working in an Engineering or technical design environment.
• 5+ years' experience in aerospace industry, knowledge of aircraft systems.
• Demonstrated knowledge of CM standards and systems engineering practice (e.g., INCOSE), including ISO 10007, SAE/EIA-649 family, and the five CM functions.
• Working knowledge of civil/military airworthiness change processes, especially Transport Canada CAR 521 and equivalent FAA/EASA Part 21 concepts for design changes and ICA.
• Experience controlling aircraft and mission-system baselines, including requirements, interfaces, drawings, software versions, part numbers, serial effectivity, and technical publications.
• Experience leading or facilitating CCBs and configuration audits in a cross-functional environment involving engineering, programs, quality, logistics, supply chain, and operations/maintenance.
• Experience with multi-disciplinary, high-performing system or product development teams.
• Strong verbal and written communication skills in dealing with clients, internal and external stakeholders, senior management, and staff including both technical and non-technical individuals.
• Working knowledge of ISO 10007 is an asset.
• Desirable experience with AS9100/quality-system familiarity and documented-information/change-control discipline.

Security Responsibilities:

Incumbent must be able to obtain the required level of Government of Canada Personnel Security Clearance and to be able to be approved for the Canadian Controlled Goods program.
