Based in Iqaluit, the Comptroller General (Comptroller) is one of four staff reporting directly to the Deputy Minister of Finance, overseeing about 140 employees across various divisions, with five positions reporting directly to them.
The Comptroller effectively and efficiently leads the Comptrollership branch as it delivers its key activities, responsibilities, and mandate. The branch is organized into six divisions, four of which report directly to the Comptroller General: Internal Audit Services, Financial Reporting and Controls, Financial Systems Management, and Business Transformation and Development. The other two divisions, Financial Operations and Compensation and Benefits, report to the Assistant Comptroller General.
This position plays a critical role in how government departments and public agencies report on their financial operations, impacting the entire government and potentially affecting budgets significantly. The Comptroller acts as and represents the Deputy Minister of Finance as needed, influencing every level of the Government.
The role involves making recommendations and providing expert advice on issues related to government-wide financial operations, policies, systems, internal audit, and regulations to senior officials and public agency leaders.
Comptrollership is essential for delivering programs and services and fulfilling statutory obligations. The Comptroller's primary responsibilities include oversight, control, development, and reporting of the GN’s comptrollership functions. Key activities include:
The ideal candidate will have a professional accounting designation, a university degree in Public Administration, Business, or a related field, and at least ten years of experience managing programs and services, including five at a senior management level. Expertise in financial policy development and public policy analysis is required. A satisfactory Criminal Record Check is mandatory.
The official languages of Nunavut are Inuktut, English, and French. Applicants may submit resumes in any of these languages. Bilingual ability, knowledge of Inuit culture, land, and Inuit Qaujimajatuqangit, and experience working in a northern cross-cultural environment are assets.
