Job summary

Lil̓wat Nation in British Columbia seeks a Community Safety Officer to develop and implement a comprehensive safety plan for wildfire, flood, and other risks, while strengthening occupational health and safety across facilities and staff.

Reporting to the Director of Operations, you will coordinate with emergency partners, lead safety programs and training, pursue external funding, and help embed culturally safe practices in all safety activities.

Qualifications

• Diploma, certificate or degree in occupational health and safety, emergency management, community safety, workplace wellness or a related field.
• Three to five years of relevant experience in occupational health and safety, emergency management, community safety, risk management or a related field.
• Knowledge of Workers Compensation Act, Occupational Health and Safety Regulation, WorkSafeBC requirements and other applicable safety legislation.
• Experience conducting hazard assessments, workplace inspections, incident investigations, emergency planning and developing safety policies and procedures.
• Knowledge of psychological health and safety, cultural safety, trauma-informed practices and appropriate employee support resources.
• OFA Level 2 or 3 training or willingness to obtain; safety designation such as CRSP/CRST/NCSO is an asset.
• Experience working with a First Nation government or Indigenous community; knowledge of Lil̓wat Nation history, culture, values and customs is preferred.
• Strong project management, planning, organizational and coordination skills.
• Ability to interpret legislation and technical information and apply requirements through practical policies and safe work practices.
• Strong interpersonal, communication, facilitation, conflict-resolution and presentation skills.

Responsibilities

• Develop, update and implement a comprehensive Community Safety Plan, including wildfire, flood, geotechnical, animal, violence-prevention and other identified community risks.
• Develop and administer safety programs, workplans and budgets, and seek external funding for large-scale safety and risk-reduction projects.
• Coordinate or support community wildfire protection planning, floodplain mapping, geotechnical hazard assessments, fuel-management projects and related safety infrastructure.
• Monitor emerging risks and provide timely advice and reports to the CAO, leadership and relevant departments regarding hazards.
• Participate in the Líl̓wat Nation Emergency Operations Committee and support emergency preparedness and response exercises.
• Develop or recommend community safety laws, bylaws, policies and procedures.
• Liaise with Police, Fire Department, emergency-management partners, regulators and surrounding jurisdictions.
• Work with partners to support animal safety and wellness clinics.
• Lead and support occupational health and safety programs in accordance with legislation and policies.
• Coordinate and support the Joint Occupational Health and Safety Committee and training.
• Plan and conduct workplace inspections, hazard assessments, safety audits and corrective actions.
• Lead or support investigations of incidents and near misses; identify root causes and preventive measures.
• Maintain systems for incident reporting, documentation and audit readiness.
• Deliver safety orientation and required training on hazards and emergency procedures.
• Advise leaders on hazard controls and safe work practices; support wellbeing where safety intersects with wellbeing.
• Promote culturally safe, trauma-informed approaches in incident response while maintaining confidentiality.
• Recommend corrective measures when safety requirements are not followed.
• Prepare reports, briefings, policies and recommendations for leadership.

Summary of Duties

Reporting to the Director of Operations, the Community Safety Officer is responsible for the development, update and implementation of an overall Comprehensive Safety Plan. This includes overall planning for community wildfire protection, flood planning, and strategies to address other community risks. The position advocates for and recommends the inclusion of risk studies in the Nation’s long-term capital plans, land use plans, and other organizational plans and policies. The Community Safety Officer also leads and supports the Nation’s occupational health and safety program to help protect employees, community members, facilities, and infrastructure.

Key Deliverables and Expectations

• Develop, update and implement a comprehensive Community Safety Plan, including wildfire, flood, geotechnical, animal, violence-prevention and other identified community risks.
• Develop and administer safety programs, workplans and budgets, and seek external funding for large-scale safety and risk-reduction projects.
• Coordinate or support community wildfire protection planning, floodplain mapping, geotechnical hazard assessments, fuel-management projects, diking and related safety infrastructure.
• Monitor emerging risks and provide timely advice and reports to the CAO, leadership and relevant departments regarding high-water events, fire risk, severe weather and other hazards.
• Participate in the Líl̓wat Nation Emergency Operations Committee and support emergency preparedness, response, recovery exercises and after-action reviews.
• Develop or recommend community safety laws, bylaws, policies and procedures, including those related to burning, animals and other community hazards.
• Liaise with Stl’atl’imx Tribal Police, the Líl̓wat Fire Department, emergency-management partners, regulators, service providers and neighbouring jurisdictions.
• Work with Whistler Animals Galore and other partners to support animal safety and wellness clinics.
• Lead and support the organization’s occupational health and safety program in accordance with applicable legislation, regulations, policies and accepted practices.
• Coordinate and support the Joint Occupational Health and Safety Committee, including meetings, required training, recommendations, records and follow-up actions.
• Plan and conduct workplace inspections, hazard assessments, safety audits and corrective-action follow-up across departments and worksites.
• Lead or support investigations of workplace incidents, injuries, near misses, unsafe conditions and complaints; identify root causes and recommend preventive measures.
• Maintain systems for incident reporting, WorkSafeBC-related documentation, training records, inspections, investigations and audit readiness, in coordination with Human Resources and departmental leaders.
• Develop and deliver safety orientation, toolbox talks and required training related to workplace hazards, emergency procedures, safe work practices and regulatory compliance.
• Advise leaders and employees on hazard controls, safe work procedures, modified work considerations and appropriate internal or external supports where safety concerns intersect with physical, mental or emotional well-being.
• Promote culturally safe, respectful and trauma-informed approaches when responding to incidents, conflict, violence, harassment or employees in distress, while maintaining appropriate confidentiality and role boundaries.
• Recommend and support corrective or enforcement measures when safety requirements, standards or procedures are not followed.
• Prepare reports, briefings, policies, procedures and recommendations for leadership and committees.
• Perform other related duties as assigned.

Experience and Attributes

• Diploma, certificate or degree in occupational health and safety, emergency management, community safety, workplace wellness or a related field. An equivalent combination of education, training and relevant experience may be considered.
• Three to five years of relevant experience in occupational health and safety, emergency management, community safety, risk management or a related field.
• Working knowledge of the Workers Compensation Act, Occupational Health and Safety Regulation, WorkSafeBC requirements and other applicable safety legislation.
• Experience conducting hazard assessments, workplace inspections, incident investigations, emergency planning and developing safety policies and procedures.
• Knowledge of psychological health and safety, cultural safety, trauma-informed practices and appropriate employee support resources.
• Occupational First Aid, WHMIS and Joint Occupational Health and Safety Committee training, or willingness to obtain the required training. OFA Level 2 or 3 is preferred.
• A recognized safety designation such as CRSP, CRST or NCSO is considered an asset.
• Experience working with a First Nation government or Indigenous community, with knowledge and understanding of Líl̓wat Nation history, culture, language, values and customs, is preferred.
