Job Description:
POSITION PURPOSE SUMMARY:
The role supports Outreach Programs (homeless, feeding, etc.) and is responsible for operating the program under the direction of the Manager or Coordinator. The provision of Outreach Support Worker IV may serve as a continuation of support for the individual to work towards independent living, while reintegrating into the community and maintaining housing.
ACCOUNTABILITIES:
The incumbent may perform all, some, or similar range of duties.
• Operate and provide coordination to the Homeless Outreach Feeding Program (HOFP) or other similar programs using the Food Truck to serve food to those experiencing homelessness.
• Recruit, train, and coordinate volunteers to operate the Food Truck for the HOFP or any other similar programs according to Salvation Army policies & procedures.
• Make contact/build rapport with clients who are presently in a homeless support or feeding program.
• Community and street outreach: Educate clients about the resources and services in the community.
• Identify and assess short- and long-term goals with client Identify/assess needs of clients who desire additional counselling and legal supports.
• Provide referrals, as required, to connect clients to appropriate community.
• Represent the Salvation Army Community & Family Services while working with other service agencies to advocate for clients.
• Advocate for client needs, as required.
• Complete monthly progress notes with client, so as to determine measurable outcome indicators, determine if client’s goals are being met Provide life skills teaching to clients.
• Maintain accurate documentation of client case load.
• Record in client file pertinent information concerning client plan and progress.
• Support clients to implement their action plan.
• Attend team meetings as required.
• Report daily to the Manager.
• May be requested to sit on different committees, network, and collaborate.
• Perform other work-related duties as assigned.
CRITICAL RELATIONSHIP MANAGEMENT:
Internal: Regular interaction with clients, volunteers, and Corps Officer.
External: Liaison with a variety of external service providers and agencies in service to client needs.
MANAGERIAL/TECHNICAL RESPONSIBILITIES:
Reports directly to the manager.
Direct reports: None.
May show others how to perform certain procedures.
FINANCIAL AND MATERIAL MANAGEMENT:
• Moderate material responsibilities (access to private information, supplies, some tools/equipment, handouts, may be responsible for program vehicle).
• May use funds to purchase supplies for program.

WORKING CONDITIONS:
• Onsite work in an office space, offsite work in the community and on the streets.
• Occasional evening or weekend work may be required.
• This job requires the employee to be on the move from time to time, outside in inclement weather.
• Travel requirement is within an outlined area, picking up donations, delivering food through the Food Truck.
• This job requires the ability to work independently while part of a team, set priorities, manage multiple tasks, and meet deadlines.
• The employee may come in contact with people who are often angry, possibly violent, and vulnerable.
• The performance of the job requires a moderate amount of keyboarding and walking and climbing stairs, crouching, twisting, bending and lifting.
• The performance of the job requires continuous monitoring of the environment and multitasking, moderate attention when reading, close attention listening and working with numbers.
The incumbent must take the following precautionary measures (in addition to health and safety rules):

EDUCATION, EXPERIENCE AND QUALIFICATIONS:
• Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
• Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
. Alternative combination of education and Experience may be considered.
. Able to provide Criminal Background Check screening and Vulnerable Secord Check that is satisfactory to The Salvation Army, in its sole discretion, is required.
Education, Qualifications and Certifications:
• Completion of a formal post-secondary program of two academic years in a related field.
• Training in Vulnerability Assessment Tool (VAT) would be a bonus.
• Training in crisis intervention, conflict resolution and mediation skills is essential.
• First Aid and CPR certificate required before or after being hired.
Experience and Knowledge:
• Have prior related experience, including frontline experience in a social service
environment and a solid understanding of the issues surrounding homelessness.
• Have a thorough knowledge of homelessness and of the issues facing clients.
• Must have a valid full Driver’s License, clear abstract, and access to a vehicle (if required for the role).
• Intermediate computer skills.
Skills and Capabilities:
• Maintain and promote a positive image of The Salvation Army by providing a high caliber of services and dealing with others in a courteous and professional manner.
• Must demonstrate a positive attitude towards the homeless and individuals with substance abuse and concurrent problems, including mental health concerns.
• Demonstrate effective interpersonal, organizational and time management skills.
• Ability to identify sensitive issues and maintain confidentiality.
• Ability to demonstrate understanding of and empathy toward cultural differences. Must be sensitive to and respectful of cultural and lifestyle diversity.
Compensation:
The target hiring range for this position is $17.11 to $21.38 with a maximum of $25.66.Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
