Job Description

Position Purpose summary:

The Community and Family Services Supervisor provides holistic leadership to a broad range of ever-changing, multi-function, community-based programs in accordance with Salvation Army mission, vision, values, and standards.


Responsibilities & Expectations


  1. Leadership and People Management

    Serves as a member of Management team to convey interests and concerns related to Community Services operations, Food Bank & Family Services, Soup Kitchen (Sally’s Place), Christmas Hamper Program; Christmas Kettles, and to convey other MU issues back to the Corps Officers and when relevant.

    Ensures that the Gospel of Jesus Christ is exemplified in the performance of all job responsibilities and through personal example.

    Prays with and shares the message of the Gospel of Jesus Christ with clients, staff and volunteers, endeavoring to assimilate them into the Body of Christ, as appropriate (including linking clients to the church family and church programs where possible).

    Gives direct supervision, including performance evaluation and coaching (PEACs), to the following positions: Sally’s Place Coordinator, CFS Food Bank Worker.

    Gives oversight to the community ministries program, ensuring ministry objectives are consistently accomplished and that a spiritual focus is applied to all program initiatives.

    May provide intake services, client assessment, emergency assistance, short-term spiritual counselling, ongoing case management and/or other forms of direct service for clients applicable to the program.

    Provides direction, support, and team leadership to program staff so that they may develop spiritually and to ensure that they work together to achieve the purposes of the organization and enhance the ministries of The Salvation Army.
  2. Communications, Public Relations and Marketing

    May represent the Salvation Army locally at various community groups, social services organizations, and committees.

    Provides updated information for the website, Facebook, Instagram, radio.
  3. Finances and Administration

    Preparing and submitting reports, proposals, program evaluations and/or business plans as requested by internal or external sources; maintains confidentiality of all client and staff records and statistical data.

    Provides data for the operating budget for the specific community ministries program for formal approval, and monitors/manages financial performance of the program accordingly.

    Develops and implements policies and procedures specific to the Community Ministries program in consultation with the CO / MU Lead.

    Works with the CO/ MU Lead to ensure that programs meet contractual, legal and internal accreditation requirements.
  4. Community Services Management

    Gives oversight and responsibility for all Community Services programming.

    Helps develop new programs based on the needs of community.

    Gives supervision to successful implementation and administration of Pathway of Hope.

    Gives oversight to Sally’s Place Coordinator and volunteers to ensure a nutritional meal program for community members.
  5. Actively Communicates With The Corps Officers Regarding

    Program needs, especially regarding the need of food donations.

    Articles for local newspapers/media.

    Fundraising ideas.

    Special events.

    Potential sponsors and volunteers.
  6. Communication and Reporting

    Develop and document business requirements, process and reports as needed. Develop and document options and recommendations to issues and problems. Support key stakeholders in understanding the implications of options and decisions. Create and maintain list of reports required for health and safety compliance purposes. Support external reporting requests as needed.
  7. Other

    Assumes responsibility for other related duties as directed by the Corps Officers.

    NOTE: Not all incumbents perform all the duties described above but perform a similar range of duties.

CRITICAL RELATIONSHIP MANAGEMENT


  1. Governance Boards and Councils: None
  2. Internal: Corps Officers, DHQ, Thrift Store Manager, other staff members, volunteers
  3. External: public, vendors, contractors, various community groups, social services organizations, service clubs and committees.

MANAGERIAL/Technical Leadership RESPONSIBILITY

This position reports directly to the Community Ministries Director


  • Reports directly to: Corps Officers The Salvation Army West Kootenay Circuit
  • Direct reports for this position: Sally’s Place Coordinator; Community Services Worker (Food Bank) may supervise volunteers. The Community Ministries Supervisor directly supervises all aspects of Community Services including Food Bank and Family Services, Sally’s Place.

Financial And Materials Management


  • Moderate responsibility for material resources.
  • The incumbent has input in the preparing of budgets with respect to the departmental budgets.
  • Limited input into new policy development.

Conditions Of Employment


Normal hours of work are 8:30 am to 4:30pm Monday through Friday.

As a member of the management team flexibility of hours worked is both expected and extended.

May be required to work Saturdays during Christmas Season or in the event of emergencies.


Working Conditions


  • Typical working location for this position: The Salvation Army Trail Community Support Centre.
  • Travel requirements for this position – up to 10% travel.
  • The incumbent works in generally agreeable conditions, with the following exceptions:
    • Angry people
    • Verbal abuse
  • The incumbent works shift: may include evenings/weekends, primarily during Christmas and Food Drive Campaigns; meetings with various groups.
  • The job incumbent may be exposed to the risk of minor harm, injury, or illness due to:
    • Exposure to infectious diseases
    • Environmental Conditions
    • Driving
  • The incumbent must take the following precautionary measures (in addition to health and safety rules):
    • Universal Precautions
    • Annual WHMIS training/certification
    • Current Certification in First Aid/CPR.

Education And Experience Qualifications


Education, Qualifications and Certifications:


  • Completion of a formal post-secondary/college/University program of four academic years in either, social services, business, economics, administration, and equivalent work experience.
  • Must possess valid driver’s license.

Experience And Skilled Knowledge Requirements


  • A minimum of five years of related experience.
    • A minimum of three years of management experience in a related field or non-profit is necessary.
    • Experience of three years is required in the following areas: office administration, budgeting, and social services.

Skills And Capabilities (examples Provided Below)


  • Familiarity with non-profit funding processes and procedures, fund raising, human resource legislation and practice; purchasing procedures; property maintenance issues; and information systems issues and processes.
  • Attention to detail, problem solving and analytical skills.
  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.
  • Outstanding communication, supervisory and motivational skills.
  • Demonstrated experience in project management, goal setting, multi-tasking, and strategic planning.
  • Demonstrated experience in working effectively with a variety of professionals, community groups, businesses, and volunteers.
  • Computer and media proficiency.
  • Ability to work independently.
  • Ability to lift and/or move a minimum of 35 pounds.
  • Able to provide Criminal Background Check screening and Vulnerable Secord Check that is satisfactory to The Salvation Army, in its sole discretion, is required.

Compensation

The target hiring range for this position is $26.35 to $32.94 with a maximum of $39.53.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
