Job description

We currently have a Senior Commercial Contracts Officer role that can be based out of our Ottawa or Halifax office. This role requires an in-depth understanding of contractual terms and conditions. As a member of the Commercial Services team, you will lead the development, review, and update of contracts, as well as support proposal preparation, contract execution, and contract compliance for domestic and international defence contracts.

This position follows a hybrid working model, combining at-home and on-site work, with an expectation of in-office attendance to support business needs.

Key Responsibilities :

  1. Provide strategic oversight and governance for contract administration, ensuring optimal performance and alignment with organizational objectives.
  2. Serve as the primary point of accountability for all contractual communications and commitments, fostering strong executive-level customer relationships.
  3. Establish and enforce rigorous documentation standards and control processes to maintain compliance with internal policies and external regulatory requirements.
  4. Lead comprehensive compliance audits and risk assessments to ensure adherence to contract clauses, company policies, and applicable federal regulations.
  5. Act as a senior advisor and influential member of proposal and program teams, driving the interpretation and execution of complex contract requirements.
  6. Partner closely with Program Management and cross-functional leadership to develop and implement strategies that enhance overall contract performance, including leading efforts in RFP preparation and response.
  7. Lead negotiation strategies for contracts, including terms, conditions, pricing, delivery, and performance metrics, collaborating with executive leadership to achieve business objectives and mitigate risks.
  8. Conduct detailed reviews of contract documents for legal, financial, and operational risks, ensuring alignment with organizational goals before final acceptance or signature.
  9. Champion interdisciplinary collaboration to guarantee comprehensive understanding and flawless execution of contract requirements across stakeholders.
  10. Provide authoritative guidance on contract compliance, audit responses, and dispute resolution to internal and external stakeholders.
  11. Oversee the contract change management process, proactively identifying and mitigating performance risks in partnership with Program Management, Engineering, Finance, and other key functions.
  12. Act as a trusted consultant to business units, delivering insights on contract developments, industry trends, and regulatory changes impacting assigned contracts.
  13. Continuously monitor contract scope and performance, initiating strategic actions to address scope changes and optimize outcomes.
  14. Cultivate and sustain high-level customer relationships by anticipating client needs, resolving issues efficiently, and promoting long-term partnership value.

Qualifications :

  • Post-secondary degree, preferably in Business, Commerce, Law, or related fields, plus a minimum of 8 years of relevant experience.
  • Proven ability to foster strong interpersonal relationships and drive collaboration within cross-functional teams.
  • Advanced analytical and research skills, with demonstrated capacity to synthesize complex data into comprehensive, actionable reports.
  • Meticulous attention to detail, ensuring accuracy and quality in all deliverables.
  • Exceptional communication skills, capable of delivering clear, concise, and professional messages to diverse stakeholders.
  • Well-developed business acumen with strategic understanding of how insights and recommendations influence client outcomes and support critical business decisions.
  • Willingness to mentor and coach junior staff, sharing knowledge and fostering a culture of continuous learning and professional growth.

It is a requirement that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods Program, and that all its workforce be security assessed.
