Job description

We currently have an Intermediate level Commercial Officer role that can be based in Ottawa or Halifax. This role requires an understanding of contractual terms and conditions. As a member of the Commercial Services team, you will support the development, review, and update of contracts, as well as support proposal preparation, contract execution, and contract compliance for domestic and international defence contracts.

This position follows a hybrid working model. There will be a mix of at-home and on-site work, with an expectation of in-office attendance to support business needs.

  1. Administers contracts and monitors contract performance
  2. Acts as focal point for all contractual communications and commitments to customers
  3. Maintains documentation and files in accordance with applicable processes
  4. Ensures compliance with applicable contract clauses and internal policies and procedures
  5. Participates as a key member of the proposal or program team to address contract requirements
  6. Collaborates with the Program Manager to support overall contract performance, which may include preparing or supporting Request for Proposal documentation
  7. Reviews Requests for Proposals and participates in preparing compliant proposal responses
  8. Negotiates with support from leadership contracts within business goals and documents the substance of discussions, agreements, and results
  9. Negotiates with support from leadership terms and conditions, including estimated cost or price, delivery, quality, and performance requirements
  10. Reviews contract documents for accuracy, performance, risk, and conformance with contract terms, conditions, and other provisions, including applicable federal regulations and business team objectives prior to signature/acceptance
  11. Collaborates as a key member of an interdisciplinary team to ensure contract requirements are fully understood and executed
  12. Responds to internal and external inquiries regarding contract issues, audits, and compliance requirements
  13. Manages contract change processes and works with the Program Manager, Engineering, Finance, and other disciplines to mitigate performance risk
  14. Advises and supports the business team on issues and developments related to assigned contracts
  15. Monitors contract performance for scope changes and takes appropriate action
  16. Builds customer relationships and understands customer needs and issues

Qualifications :

  1. Post-secondary degree, preferably in Business, Commerce, Law, or related field, plus at least two (2) years of relevant experience
  2. Strong interpersonal and team effectiveness skills, with the ability to work collaboratively in a multi-functional team
  3. Strong analytical and research skills, including data gathering and report writing
  4. Detail-oriented
  5. Ability to deliver clear, concise, and professional communications
  6. Developing business acumen to understand the impact of advice and actions, supporting customer service and key business decisions

It is required that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods Program, and that all its workforce be security assessed.
