POSITION SUMMARY
Reporting to the Clinical Directors for the Surgery Centre & Ambulatory Services as well as Emergency Services, the Clinical Manager, Surgery Centre/Ambulatory Services & Urgent Care is responsible 24/7 for overall clinical and business operations. This includes planning, implementing, coordinating, and evaluating quality risk and operational efficiency. The Clinical Manager is responsible for the coordination and provision of clinical care, human resources, and fiscal operation of the Surgery Centre, Ambulatory Services & Urgent Care Services at King Campus, SJHH.

The Clinical Manager is a member of the management team and collaborates with internal stakeholders including the Clinical and Department Directors, Medical Directors, Educators, Professional Practice Leaders/Advisors, Physicians, and other interprofessional healthcare team members to ensure that the nursing and health professionals and clerical staff within the programs function within their professional scope of practice as defined by their regulatory body and professional association. This ensures quality patient care delivery following best practice guidelines and effective and efficient services are provided.

The Clinical Manager contributes to the development of the Surgery Centre, Ambulatory Services, and Urgent Care Service at St. Joseph's Healthcare Hamilton through effective management of human resources, risk management, patient care research, program evaluation, and education.

The Clinical Manager is collaboratively accountable for planning, implementing, coordinating, and integrating plans and evaluating quality, risk, and operating efficiency that are in alignment with the Departmental vision and within the Mission, Vision, and Philosophy of SJHH.

The Clinical Manager is an integral part of the Hospital Management Team for resolution of workplace issues, including issues that may be advanced to grievance and arbitration and litigation. The successful candidate is responsible for ensuring that the staff within the clinical area operates within their professional scope of practice as defined by their regulatory body.

QUALIFICATIONS
• BScN degree is required
• Master's degree in a related health discipline is an asset
• Registration in good standing with the College of Nurses of Ontario (CNO) required
• Membership with RNAO is preferred
• Minimum 3 years of progressive clinical front-line management/leadership experience such as Charge Nurse or Advanced Practice Nurse
• 3 to 5 years providing practical and related experience
• Demonstrated commitment to a patient and customer-focused philosophy in all interactions
• Ability to think in Macro Systems and develop service agreements/protocols with many agencies in the community
• Proven ability to use data to analyze program performance and opportunities for quality improvement
• Excellent written, verbal, and presentation skills and has a working knowledge of effective communication strategies
• Demonstrated understanding of applicable legislation
• Experience managing fiscal resources within the allocated budget
• Good understanding of other related systems

• Fosters effective employee and labour relations through knowledgeable interpretation and implementation of hospital policies and collective agreements.
• Completes and authorizes appropriate Payroll and Human Resources documentation within timelines.
• Provides supervision to staff in a variety of union and non-union roles (ONA, CUPE).
• Reviews and revises policies and procedures that will ensure excellent delivery of service.
• Supports staff in problem-solving and decision-making by ensuring administrative policies and procedures are followed.
• Directs nursing practice and processes to ensure excellence in patient care delivery in accordance with MOHLTC, CCHSA Accreditation, and OH West.
• Ensures excellence in patient care and service delivery through continuous quality improvement processes that include planning, quality monitoring, and risk avoidance.
• Collaboratively ensures the development and use of appropriate resources and supplies to measure and evaluate processes and outcomes.
• Facilitates the use of feedback strategies to maintain and improve performance of team members.
• Designs and implements methods and techniques to monitor and continuously improve the delivery of service.
• Monitors and manages provincial databases that are specific to Emergency Services.
• Provides reports related to all aspects of Urgent Care Services to the Senior Team and external partners as appropriate.
• Coaches staff to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities.
• Initiates and leads change effectively within the programs by systematically evaluating the quality and effectiveness of nursing practice and nursing services.
• Is responsible for the patient care delivery structure and determines staffing requirements, including appropriate skill mix and ratios utilizing innovative approaches in staffing models appropriate to patient population.
• Maintains and fosters an environment that is sensitive to the diversity of internal and external communities.
• Articulates the performance expectations of all interdisciplinary staff assigned to the units.
• Monitors, evaluates, and conducts regular performance appraisals of direct reports, provides ongoing coaching and feedback in a positive and supportive manner. Manages the recruitment and selection of all department staff within the approved budget guidelines.
• Manager for Surgery Centre, Eye Clinic, and Urgent Care will develop, implement, and evaluate efficient and effective process improvement activities to ensure timely care and placement of patients and expedite appropriate transfer of patients to designated destinations.
• This Nurse Manager will also report, monitor, and evaluate wait times for specified cases and develop plans to increase/decrease as per MOH initiatives.
• This Manager is responsible for monitoring contract compliance and developing and implementing a process to ensure obligations are met.
• Promotes team spirit, cohesiveness, and commitment to service excellence.
• Manages actual expenditures to ensure they remain within approved budget guidelines.
• Identifies and implements strategies to manage unfavorable variances.
• Participates in the development of the operating plan in consultation with stakeholders such as support services and departments, physicians, staff, consumers, and community partners.
• Fosters an environment that facilitates the use of evidence-based practices, ongoing professional development, and interdisciplinary care, research, and clinical evaluation.
• Performs cross-functional and/or other duties consistent with the job classification, as assigned or requested.
• Cross-coverage for colleagues on leave/vacation.
• Leadership and participation in program, portfolio committees (steering and quality), community (Congregate Settings, Greater Hamilton Health Team) committees, task forces, special teams, and initiatives.
• Conducts other duties as assigned by the Director.
