Job summary

Government of Prince Edward Island is hiring a Clinical Information System Data Architect in Charlottetown to design and maintain CIS data infrastructures for Health PEI, including data warehouses and data marts. The role covers leadership on data mining projects, database design, and development of complex extracts and reports.

The incumbent will collaborate with CIS analysts, Health PEI managers, and other stakeholders to ensure data quality, security, and alignment with strategic direction,

Qualifications

  • University degree in Computer Science or equivalent IT field with extensive BI/data mining experience.
  • Demonstrated equivalencies will be considered.
  • Excellent interpersonal, verbal and written communication skills; ability to work without supervision.

Responsibilities

  • Provide leadership to CIS/Health PEI for short- and long-term data mining/analysis projects (data marts, data warehouses, reports).
  • Design and architecture of databases, data marts, data warehouses and related files.
  • Assess, validate, develop, test and deploy complex data extracts and reports from CIS to support Health PEI strategic direction and patient care.
  • Maintain and support data systems, including Cerner reports, queries and data exports.
  • Lead BI and data interface projects and collaborate with CIS analysts and stakeholders.

The Clinical Information System (CIS) Data Architect role meets the immediate and long-term information needs of Health PEI through the strategic development and maintenance of information infrastructures for CIS. The role supports administrative and patient care activities across the broad spectrum of health care services, supported by the CIS, through the use of new and existing databases, data warehouses and applications. The incumbent must maintain a good working knowledge of the Cerner suite of applications; will be responsible for small/medium projects as well as portions of large projects; and will work in both an operational and project context with minimal supervision.

Duties will include but are not limited to:

  • Provide leadership and direction to the Clinical Information System / Health PEI for:
  • short- and long-term planning of data mining/analysis projects and initiatives (e.g. data marts, data warehouses, Report Delivery Methods).
  • design and architecture of databases, data marts, flat files and data warehouse(s)
  • Assess, validate, develop, test and deploy:
  • Complex data extracts and operational and ad hoc reports with data from the Clinical Information System (CIS) as it pertains to information which will
  • support Health PEI in achieving their strategic direction
  • support the operation of Prince Edward Islands health care facilities and contribute to overall patient care and safety and minimize clinical risk
  • Provide maintenance and operational support for all areas mentioned above as well as Canned Cerner reports, queries, exports and rules as well as other specialized information systems and tools as necessary. (Enhancement, troubleshooting, performance tuning, etc)
  • Work with the CIS IT Consultant - Reporting to collaborate with the CIS Clinical Analysts, Health PEI managers and staff as well as other stakeholders to gather programming and reporting/data requirements and parameters and assist in the data validation of data extracts and report design.
  • Lead groups in technical processes related to Interfaces and Business Intelligence within the Clinical Information System environment, setting and clarifying objectives, encouraging innovation and change, and resolving conflicts relative to the Clinical Information System environment and related technologies.
  • Work with the CIS IT Consultant - Reporting to direct, organize and lead projects, in the implementation and use of new Business Intelligence (Reporting) and Interface tools and systems.

Minimum Qualifications:

  • University degree in Computer Science with extensive experience in the IT field and considerable experience in business intelligence and/or data mining/analysis environment OR diploma in Business Information Technology or Information Management with extensive experience in the IT field and extensive experience in business intelligence and/or data mining/analysis environment;
  • Demonstrated equivalencies will be considered
  • Considerable experience developing/working with Structured Query Language (SQL), Oracle Databases, stored procedures and custom functions preferably in a PL/SQL developer environment;
  • Experience managing projects, prioritizing and managing multiple tasks simultaneously and working in a team environment;
  • Experience with Crystal reports or other similar report development software is required;
  • Knowledge of Data Warehouses and Data Marts, Online Analytical Processing (OLAP), Advanced Structured Query Language (SQL) and data mining and analysis tools;
  • Experience working with Cerner Millennium suite of Applications or Cerner’s CCL programming language and development tools would be a preferred;
  • Excellent interpersonal, verbal and written communication skills, initiative and ability to work without supervision;
  • Applicants must have a good previous work and attendance record. The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment;
