Internal Title: Project Management IV
Reporting to the Testing and Commissioning Director, the Civils Testing and Commissioning Senior Project Manager will lead the Testing and Commissioning, and entry into service of the civils works on the clients project.
This position will manage a team of staff, consultants and contractors to deliver the Testing and Commissioning workstream.
Key Responsibilities:
Assist with the oversight of the Contractor’s Testing and Commissioning Team to ensure milestones are met without compromising safety or quality.
Assist with the development of a progressive handover approach so testing is phased and not bottlenecked by civil works delays.
Drive integration across civil works and systems across the project.
Ensure the Contractor’s Civils Testing and Commissioning processes align with system assurance, operational readiness, and safety case requirements.
Validate that test reports, commissioning certificates, and safety approvals are properly documented before service trials.
Work closely with the Independent Safety Assessor (ISA) to review safety-related test results and certification readiness.
Proactively address testing risks related to civil delays, design changes, or system integration issues.
Ensure the Contractor’s Testing and Commissioning schedule is properly phased with construction completion and system installation.
Ensure Systems Operations & Maintenance (O&M) teams are engaged early for operator training, trial running, and final acceptance.
Support the final approval for system readiness, ensuring all commissioning requirements are closed out before revenue service.
Ensure all Systems Testing and Commissioning documentation, certifications, and as-built records are completed.
Managing testing and commissioning interfaces and dependencies across all asset groups (including facilities and systems).
Leading the handover of systems assets to stakeholders.
Support the operational readiness task force.
Manage and implement the assigned projects from inception through to completion.
Develop new project or program plans and expectations in consultation with and delegating deliverables to stakeholders, including clients.
Determine and manage the human and material resources required to complete assigned projects successfully.
Formulate a resource allocation strategy and utilize this to distribute work and budgets.
Exercise authority in managing the work and control the delivery of the projects per project plans.
Review and ensure adherence to the overall scope, schedule, and budget.
Identify risks and entrench mitigation strategies and contingency plans.
Monitor and report on performance against project requirements, schedule, milestones, budgets, quality measures, and KPIs, and address issues with corrective actions as appropriate to ensure excellence and adherence to specified deadlines.
Evaluate the project's effectiveness by consulting with clients and other stakeholders.
Establish and deliver progress reports, proposals, and presentations to various audiences, including the project team, client executives, key stakeholders, and Operations.
Lead scope change negotiations.
Oversee ongoing quality control, participate in quality issue resolution, and manage internal quality control checks for the project.
Define success criteria and disseminate them to involved parties throughout the project and program life cycle.
Complete any tasks assigned by the Director.

Experience:
Minimum of 12 years of experience in Project Management.
Significant systems testing and commissioning experience on large scale rapid transit projects.
Significant project management experience on large scale rapid transit projects.
Experience leading a team of technical professionals and managing contractor’s testing and commissioning activities.
Education:
Bachelor’s degree in a relevant field.
Licenses OR Certifications:
Holding a recognized Project Management Professional (PMP) certification.
Skills and Competencies:
Knowledge of principles and practices of systems related to rapid transit projects.
Demonstrated experience successfully managing the competing objectives of many external and internal stakeholders.
Excellent communication and collaboration skills with experience managing a variety of internal and external stakeholders, including municipalities and third‐party utility providers.
Strong understanding of prevailing Project Management methods.
Extensive knowledge of tools and metrics needed to evaluate project performance.
Advanced skills in Microsoft Office.
Proficient in Project Management software.
Must maintain professional development to keep abreast of emerging technologies, methods, and best practices.
Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership.
Keen eye for detail and adept problem-solving abilities.
Must have demonstrated experience relaying and receiving information (written and verbal).
