Job description

The City of Edmonton is seeking a highly motivated and skilled Engineering Technologist I to join our dynamic Traffic Control team within the Traffic Control and Parking unit of Traffic Operations. In this role, you will contribute to the work of the City of Edmonton’s Parks and Roads Services Branch to ensure streets and roads, infrastructure assets, parks, trees and boulevards remain accessible, attractive and safe.

The Traffic Control and Parkingteam reviews the operation of the diverse network of roads and active mode facilities within the City to modify and improve traffic operations through the use of signage, pavement markings, temporary traffic control measures, and OSCAM (temporary road use) permits in accordance to City of Edmonton policies, bylaws (Traffic Bylaw 5590), and directives and the Transportation Association of Canada (TAC) design standards. The Engineering Technologist will be responsible for providing technical and administrative support to ensure that operational standards, procedures, and requirements are met.

You will contribute to the safety and efficiency of our transportation network by planning, designing, and implementing traffic control devices, and by facilitating on-street construction and special event activities.

What will you do?

  • Respond to inquiries related to traffic engineering issues from internal and external stakeholders, the general public, industry representatives, regulatory bodies, media and other municipalities
  • Assist Engineering Technologists and Traffic Engineers with traffic control and parking related inquiries from City Council
  • Perform inspections of temporary traffic control related to construction sites and special events and follow-up with required documentation and action items
  • Prepare traffic control plans in accordance with the City’s Manual of Temporary Traffic Control and the Transportation Association of Canada
  • Develop and design permanent and temporary traffic control layout plans for detours (construction and special events), pavement markings, traffic control and guide signs, parking signs (on-street parking controls)
  • Inspect, assess, and review temporary and permanent traffic controls and parking signage
  • Inspect existing and assess proposed permanent and temporary traffic control in the areas of; detours (construction and special events), pavement markings, traffic control and guide signs, parking signs (on street parking controls)
  • Schedule work for detour and sign crews to provide fast and efficient service to all customers
  • Assist with drafting engineering drawings in AutoCAD for traffic calming and safety measures, primarily using adaptable materials
  • Approve permits for on-street construction and approve detour requests by applying knowledge of construction techniques and traffic flow requirements
  • Coordinate road closure requirements in emergency situations
  • Issue and monitor work orders related to the installation of permanent traffic control signs
  • Ensure the needs of various stakeholders and projects are understood and align with operational programs, standards, policies and procedures
  • Perform all work in accordance with the Branch's Occupational Health and Safety Program and Enviso Environmental Program - ISO 14001
  • Support team with bylaw updates, data collection, documenting business processes, preparing presentations, preparation of reports and responses, and planning staff activities
  • Referencing of City of Edmonton policies, bylaws (Traffic Bylaw 5590 and Speed Bylaw 6894), and directives
Qualifications

  • Completion of a 2 year technical diploma in Civil Engineering program and/or equivalent technology program
  • Experience in permanent and temporary traffic control design and placement
  • Knowledge and experience with AutoCAD, SAP, POSSE, Slim, PeopleSoft, Google Workspace Applications, Geo Engineering Access, Adobe Acrobat, GuidSign, eplan, Accela
  • Experience in traffic assessments, sign design and installation, pavement marking design and installation, parking control assessment and management
  • Knowledge of road construction techniques, materials and processes
  • Ability to communicate effectively and prepare written responses and reports
  • Ability to work well under pressure, under short time lines and deal with difficult people
  • Experience conducting research, analysis and problem solving

Conditions of Employment:

  • Compliance with the City of Edmonton's safety standards for Personal Protective Equipment (PPE) is a requirement for this position
  • Valid Alberta Class 5 driver's licence (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position

Work Environment:

  • The position involves managing multiple ongoing projects, emergent projects, unplanned/emergency work, and complex coordination tasks
  • The role requires managing both office and field work, including temporary road use permit review, plan review, design work, bylaw updates, and liaising with various agencies
  • The work is fast-paced and demanding, requiring a high degree of professional quality and adherence to regulations and guidelines
  • The role may involve exposure to various environmental conditions and occupational hazards, including extreme temperatures, precipitation, mechanical and electrical hazards, and working alone

Up to 3 permanent full-time positions available

Hours of Work: 33.75 hours per week. Monday-Friday.

Salary Range: $39.153 - $49.215 (Hourly); $68,977.800 - $86,704.530 (Annually)

Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 and will be forthcoming shortly.
