Job description

The City of Vancouver is seeking a Senior Project Manager to develop work plans, proposals, administration of contracts, schedules, and budgets to deliver City-owned engineering infrastructure required to implement various projects.

Main Purpose and Function

The Senior Project Manager is responsible for managing and reporting out on scope, schedule, and budget for internally and externally delivered work related to the delivery of City Engineering assets. This position will work collaboratively with multidisciplinary civil consultants, third-party utility providers, and other departments within the City.

Specific Duties and Responsibilities
  • Develop, monitor, and manage project work plans within approved funding and schedule limitations.
  • Prepare and maintain reports on project performance, including schedule, scope, invoicing, and change control.
  • Build and develop partnerships with internal and external stakeholders to deliver project objectives.
  • Prepare terms of reference for technical consulting services and complete the tendering and selection process.
  • Manage contracts and technical consultants retained to support planning, design, and implementation.
  • Read, review, interpret, and critique engineering designs and specifications related to engineering infrastructure.
  • Represent projects in public engagement processes and prepare presentations for Council and Committees.
  • Provide project status reports and make recommendations on scope change or mitigation strategies.
  • Implement and ensure compliance with departmental Project Management Framework standards and guides.
  • Support efforts to maintain the City's EGBC Permit to Practice and manage staff, including hiring, coaching, and performance management.
Qualifications

Education and Experience:

  • A Bachelor's Degree in Civil Engineering or a related field, combined with considerable experience in project management with progressively complex civil infrastructure projects.
  • Registration or eligibility to register as a Professional Engineer in British Columbia.
  • Project Management Professional (PMP) designation is an asset.
  • Demonstrated experience developing and reporting on projects and programs.
  • Experience managing teams and diverse stakeholder groups.
  • Experience working with senior-level positions and management.

Knowledge, Skills, and Abilities:

  • Strong organizational and time management skills, including managing high-profile projects and meeting competing deadlines.
  • Demonstrated ability to take on a leadership role and proactively resolve project conflicts.
  • Knowledge of civil engineering practices, ability to research, analyze, estimate, and present recommendations.
  • Familiarity with the City's policies and regulations.
  • Strong written and oral communication skills.
  • Demonstrated ability to manage project and program budgets and develop cost recovery models.
