Job summary

City of Vancouver is seeking a Civil Engineer I (Major Projects) to represent the Engineering department in land development projects within the Major Projects section. You will work with a small team of civil engineers, project managers, and support staff to advance rezoning, development permits, and infrastructure improvements.

Requirements include a Bachelor's degree in Civil Engineering, a PE designation or eligibility, and at least 4 years of related experience.

Qualifications

• Extensive knowledge in the City’s land development process and relevant City by-laws.
• Experience in engineering and project management including planning, detailed design, construction, and contract management of engineering projects.
• Demonstrates a clear understanding of the department’s role in the land development process.
• Ability to effectively negotiate complex issues with developers in the best interest of the department, City, and taxpayers.
• Ability to build relationships and influence others while respecting political challenges.
• Ability to manage multiple projects and processes with competing schedules and resources.
• Strong written and oral communication skills.

Responsibilities

• Facilitate large area development in rezoning and development permit processes and construction phases
• Negotiate with internal staff, developers, consultants and outside agencies to establish the City’s needs for developer related infrastructure improvements
• Coordinate development conditions for rezonings and development permit applications and prepare memos/reports for approval
• Provide technical advice and resolve issues with other departments, developers, architects, engineers, and contractors
• Review draft agreements to facilitate development, mainly for securing development conditions for public works and rights-of-way
• Administer letters of credit / security and cash payments for permits
• Support developing department by-laws, policies, processes, tools, and guidelines
• Foster the relationship between the City and development/construction industry, minimizing impacts to residents and businesses
• Chairs meetings between internal staff, developers, and consultants
• Makes presentations to Council and committees
• Manages design, construction, and acceptance for large-scale developer funded road works
• Responds to public inquiries regarding development projects
• Other duties/responsibilities as assigned
