Job Title: Child, Youth & Family Programs Manager

Reports to: Executive Director

Role: Manages and Supports Delivery of Quadra Village Community Centre’s (QVCC) Child, Youth & Family Programs including: Early Years, Outreach, Childcare/Camp, School Based (Elementary) and Youth Centre Programs.

Key Duties and Responsibilities:

  1. Manages the operations of Child, Youth and Family Services.
  2. Ensures the provision of services, data collection and report writing in alignment with QVCC contracts and mandates.
  3. Provides the hiring and performance reviews for all Child and Family Services staff.
  4. Prepares and monitors budgets.
  5. Collaborates with the ED on project/proposal development.
  6. Provides support and supervision to the Early Years staff, Outreach staff, Youth and Family Counsellors, Childcare/Camp Coordinator and the Youth Programs Coordinator(s). This includes case management oversight with Outreach workers.
  7. Provides training and supervision of staff and select volunteers working with Child, Youth & Family programs either directly or as a support to the Childcare/Camp Coordinator and Youth Programs Coordinator(s).
  8. Ensures program surveys, reviews and work plan development.
  9. Receives referrals from MCFD (Child Protection, Child and Youth Mental Health, Schools and other providers) and, in conjunction with program staff, creates an action plan to respond to the referral in an appropriate and timely manner.
  10. Maintains and provides consistent scheduling, supply orders, curriculum and other needed supports to Early Years Programs staff.
  11. Represents QVCC at Early Years tables including CAP-C and Victoria/Saanich Early Years.
  12. Ensures the development and updating of staff manuals for Child, Youth and Family programs positions.
  13. Participates as part of the Best Babies service delivery team, facilitating referrals internally and externally as needed.
  14. Recommends policies and procedures to the ED as needed for agency Child, Youth & Family programs.
  15. Ensures the Family, Community room and Youth Centre environments are engaging, welcoming, suitable, clean, safe and hazard free for the operation of Child, Youth & Family programs and other QVCC use.
  16. Grant writing.
  17. Child and Family Programs Lead and Committee Member for QVCC Special Events.
  18. Is familiar with, implements and helps develop (QVCC) Downtown Blanshard Advisory Committee’s policies, procedures, and practices.
  19. Covering for the Executive Director on an as needed basis.
  20. Makes regular written and verbal reports as required by the ED.
  21. Performs other related duties when required and approved by the ED.

Qualifications:

  1. Commitment to anti-oppressive, decolonial, and anti-racist practice.
  2. Ability to work with integrity and respect in a diverse, multi-cultural community centre.
  3. Masters degree in a relevant discipline (e.g. Social Work, Counselling, Child and Youth Care, or comparable degree). An undergraduate degree in these areas with extensive experience will be evaluated for equivalency.
  4. Minimum four years’ experience in each of supervision, management, community development work, project work, outreach work, system navigation and child/youth/family work, is preferred.
  5. Clear Criminal Record Check, Standard First Aid are required.

Hours of Work:

  1. 40 hours per week scheduled.
  2. Salaried position coinciding with core hours Monday-Friday 9-4pm with occasional evening and weekend requirements.
  3. Work from home day available once a week and after that on a limited basis.

Benefits and Remuneration:

  1. $75,088 annually (increases with tenure at QVCC).
  2. 3 weeks vacation to start.
  3. Comprehensive benefits package including Extended Health, Dental, AD&D, Life Insurance, and matching RRSP contributions after completion of 3-month probationary period.
  4. Immediate enrollment in the Employee & Family Assistance Program.
  5. Paid training and development applicable to role.
